Matt Carthy: At our meeting last week, the CEO of the HSE used a particular phrase which I found interesting when I looked back at it. He described the health repayments scheme as “not quite closed but is largely closed”. The question that arises is whether the Department, the Government and the HSE collectively envisage a scenario where new people will be paid under that scheme?
