Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Tommy Broughan: What does the Minister think about the GNI* process? Is it the indicator we should use? How do the other finance departments and institutions among our European colleagues feel about it?

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Tommy Broughan: On expenditure, another issue I raised with the Taoiseach was the section 39 organisations in the health area. The Minister has resolutely refused to meet the not-for-profit associations. Why will he not meet them at least? I know his answer will be that they are not State employees, and so on, but they deliver essential national services and their budgets are greatly constrained by their...

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Tommy Broughan: It is a unique situation.

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Tommy Broughan: I accept what the Minister is saying but I feel the situation is unique and he should rethink that. Returning to the fiscal space which my colleagues raised, the Taoiseach was looking for a hidden fiscal space. I am looking at the table on page 22 of the report which we have been working from. We are very familiar with the reference rate, the converging margin and the GDP deflator and so...

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Tommy Broughan: I will welcome it if it is expenditure on important social infrastructure and for people delivering important services. The Government's strategy of a two thirds, one third rule regarding tax and expenditure, particularly regarding 2018, is not one I agree with at all.

Committee on Budgetary Oversight: Summer Economic Statement: Discussion. (20 Jul 2017)

Tommy Broughan: I have some final questions on the tax receipts for this year. Will the underperformance not have a serious impact on the medium-term objective? Will it create serious difficulties if there is a 0.5% of GDP deficit rather than the lower deficit forecast? Is this a sign of Brexit beginning to bite and present us with serious problems?

Leaders' Questions (13 Jul 2017)

Tommy Broughan: The Tánaiste did not remotely answer the question. The State has spent more than €40 billion on interest repayments since the crisis of 2008-09, which Fine Gael and Fianna Fáil got us into. Even this year, we will spend €7 billion on interest payments, which is almost as much as the budget of the Department of Education and Skills. We cannot even discuss this issue...

Leaders' Questions (13 Jul 2017)

Tommy Broughan: The Fine Gael Party voted to slash public services when a few of us stood alone. Fine Gael and Fianna Fáil got us into this and destroyed our public services.

Leaders' Questions (13 Jul 2017)

Tommy Broughan: The Tánaiste talks about section 39 bodies. Her Government is responsible for getting us into this mess.

Leaders' Questions (13 Jul 2017)

Tommy Broughan: Earlier we discussed the summer economic statements, but perhaps the biggest challenge facing the country is the massive size of Ireland's national debt and the huge chimney stacks of debt, as they are called, which must be refinanced between 2018 and 2020. The 2016 National Treasury Management Agency, NTMA, annual report and the annual report on public debt in Ireland by the Department of...

Leaders' Questions (13 Jul 2017)

Tommy Broughan: I opposed the bank guarantee that got us into this and which was supported by Fine Gael and Fianna Fáil.

Committee on Budgetary Oversight: Development and Reform of the Budget Process: Irish Human Rights and Equality Commission (12 Jul 2017)

Tommy Broughan: I welcome the delegation. Deputy Boyd Barrett and I attended a meeting recently with a Member of the Scottish Parliament who outlined some of the methodologies used in Scotland. It has a block grant because it only has a devolved government and does not have the kind of fiscal independence we still have. Are there other jurisdictions where there is a more meaningful process? We have been...
