Kieran O'Donnell: Ms Graham will appreciate that, when I hear the word "complicated", that normally means a person cannot give an explanation. I do not buy that it is complicated. When I hear someone say, "It is complicated", that is what it basically means. The bottom line here is the NTA has a system it is challenged with. When can people start to rely on the system?
