Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: It is the Department of Public Expenditure and Reform and the Department of Communications, Climate Action and Environment.

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: I ask the secretariat to circulate the CSO report on fossil fuels and similar subsidies for the convenience of members. Mention was made of Ireland possibly facing fines. We have not faced fines to date and there is no prospect of facing fines at the moment. That is solely because we spend taxpayers' money in advance buying the unused carbon credits of other countries through the emissions...

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: We will come back to this next week. It is on our list.

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: We made contact with the organisation. Its representatives are scheduled to appear before another committee and we did not want to bring them in here at the same time, with no major interval. That makes sense, because it is not good for the Oireachtas to have the same people in one committee one week and then in here the following week. We have made contact with Sport Ireland but we have...

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: I call Deputy MacSharry.

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: We spoke about that last week.

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: Can the Comptroller and Auditor General help us in any way?

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: As a result of this matter being raised here last week, the Department has contacted the secretariat and we are going to get a detailed briefing note in the coming days. We will have it from the Department-----

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: Yes. Believe it or not, people do watch what we say here.

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: It contacted us. We are getting a detailed note from it and we will have it in advance of next week's meeting. That will probably be very helpful and the Deputy will be able to take it up further. There is information on its way to us now as a result of the National Oil Reserves Agency issue being discussed here at the previous meeting.

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: Yes. We are told it is on its way to us. This is only a little anecdote.

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: People do watch the committee proceedings. Here is a funny one that I am saying in a light-hearted way. During the discussion with the Data Protection Commissioner here a couple of weeks ago, I happened to mention in public session that I had never needed a public services card and did not have one. I got a lovely letter from an assistant secretary in the Department who, having watched the...

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: I am years away from that.

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: That is the suggestion and we will have a note. By raising the issue the Deputy has done a good day's work.

Public Accounts Committee: Business of Committee (10 Oct 2019)

Seán Fleming: We may do that but we will get the briefing note for next week and then decide whether to bring it in. If it is a policy issue, we might have to bring in the Department as well. We will return to this topic next week. Before we conclude, I want to go into private session to deal with correspondence on one particular issue. We will then suspend for ten minutes to allow the witnesses to...

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Seán Fleming: This morning we are meeting the National Transport Authority of Ireland to discuss its financial statements for 2018. The Office of the Comptroller and Auditor General will be represented in this session by Mr. Andy Harkness and Mr. John Crean, deputy directors of audit. We are joined by Ms Anne Graham, CEO, National Transport Authority; Mr. Hugh Creegan, deputy CEO; Mr. Tim Gaston,...

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Seán Fleming: I thank Mr. Harkness. I invite Ms Graham to make her opening statement.

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Seán Fleming: Thank you. Before I call the first speaker, Ms Graham might explain the difference between the National Transport Authority, NTA, and Transport Infrastructure Ireland, TII, for viewers and the public who might be confused. Some people do not know which is which.

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Seán Fleming: It deals mainly with the roads, the authority deals with public transport and there are some areas on which TII and the NTA work together.

Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)

Seán Fleming: Okay. That is why people are not sure which is which. You mentioned that you are joined by some directors. When you refer to directors, and the same matter arose at last week's meeting, the board members who we would call "directors" are what you call "executive directors".
