Seanad: Road Traffic and Roads Bill 2021: Second Stage (6 Oct 2022)

Róisín Garvey: This is a great day for road traffic in Ireland. This is badly needed legislation, especially given the increased use of e-scooters, e-bikes, etc. I congratulate the Minister and his team on the work to date. There are a few different points I wish to raise around the Bill itself. Section 56 of Part 15 relates to zero emission vehicles Ireland, ZEVI. I looked up the website and it looks...

Seanad: Water Environment (Abstractions and Associated Impoundments) Bill 2022: Second Stage (5 Oct 2022)

Róisín Garvey: It is good that we are progressing this Bill. As the Minister of State said, it is something we have been required to do by the EU. We could have Seanad Chamber debates all day, every day on the water situation in this country, which we all know is pretty dire on so many levels. I will stick to a couple of points. In the programme for Government, we said we would fully consider the review...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Update on Quarters 1 and 2: Discussion (5 Oct 2022)

Róisín Garvey: I thank the Minister for coming before the committee. It is impressive that we have such a low unemployment rate, which has happened on his watch, despite the pandemic and all the other things that have been happening. We must acknowledge that. It is super that we can say we have such a low unemployment rate. There are many jobs out there. We must acknowledge that and give some gratitude...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Update on Quarters 1 and 2: Discussion (5 Oct 2022)

Róisín Garvey: If putting up solar panels, you should check first you have done all you can to reduce electricity demands. Reduction is the key and provision of electricity is the second one. We need better trained people in the LEOs and Enterprise Ireland to give advice to businesses, come in, do an energy audit and cut down on electricity. It have done this. It makes a huge difference. Then you go...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Property Registration (4 Oct 2022)

Róisín Garvey: I thank the Minister of State, Deputy Burke, for coming to the Chamber on behalf of the Minister for Housing, Local Government and Heritage, Deputy Darragh O'Brien, whose remit is housing specifically. We all know it is an issue and the Minister, Deputy O'Brien, is working on it, and possibly the Minister of State, Deputy Burke, as well. I wanted to invite the Minister to the House to ask...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Property Registration (4 Oct 2022)

Róisín Garvey: There is some very positive news there. What is the timeframe? When does the Fáilte Ireland six months start? When is that kicking off? It is very good news. I understand the rent caps in rent pressure zones. That is brilliant. When can that be spread out to other places? A landlord in Ennistymon is increasing rent from €600 to €1,100 and has given the tenants two...

Róisín Garvey: Yes, that is brilliant.

Joint Oireachtas Committee on Autism: Autism Policy in Education: Discussion (Resumed) (4 Oct 2022)

Róisín Garvey: I thank the witnesses for their attendance. I just have a couple of questions. I seek real clarity on the decision that the July provision must be done by qualified teachers. Is this a demand of the parents of children with autism or is it a demand of the Teaching Council or the Department of Education? That is my first question. Can we increase training days for mainstream teachers in...

Joint Oireachtas Committee on Autism: Autism Policy in Education: Discussion (Resumed) (4 Oct 2022)

Róisín Garvey: I am sorry to cut across Ms Fox but there are loads of resources on everything available to teachers all of the time. They get mountains of resources posted through to them and everybody and anybody sends them links. That is brilliant but my question was clearly on proper training, by which I mean training in the physical presence of somebody who knows how best to give teachers the tools to...

Joint Oireachtas Committee on Autism: Autism Policy in Education: Discussion (Resumed) (4 Oct 2022)

Róisín Garvey: I completely agree but parents want to know that teachers have special skills in dealing with children with autism. That is what my question was about.

Joint Oireachtas Committee on Autism: Autism Policy in Education: Discussion (Resumed) (4 Oct 2022)

Róisín Garvey: They know to train, is it? I am a teacher myself. I have worked with many schools and teachers of children with autism and I do not see the in-service days they are crying out for. I just do not see it. I see lots of resources being developed. People are getting paid lots of money to develop resources to be put online but hands-on training is by far the best and would also increase the...

Joint Oireachtas Committee on Autism: Autism Policy in Education: Discussion (Resumed) (4 Oct 2022)

Róisín Garvey: Whose responsibility is it then? That is the support teachers need and the council is there to support the teachers. Would the Department of Education-----

Joint Oireachtas Committee on Autism: Autism Policy in Education: Discussion (Resumed) (4 Oct 2022)

Róisín Garvey: If the council is representing teachers, has it highlighted that this is needed? I hear from teachers about it all the time. If the council is representing the teachers, is it making a case for increased training? Even if it is not its own role to run such training, it could be its role, as a teacher representative body, to ask for it.

Joint Oireachtas Committee on Autism: Autism Policy in Education: Discussion (Resumed) (4 Oct 2022)

Róisín Garvey: I understand that but is it not within the council's remit to ensure the teachers get the training they need rather than just having a speaker at a conference that many teachers cannot go to?

Joint Oireachtas Committee on Autism: Autism Policy in Education: Discussion (Resumed) (4 Oct 2022)

Róisín Garvey: Is the Teaching Council taking that on as an issue to support the teachers in their needs? Is what I am asking fair?
