Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (18 Oct 2022)

Francis Noel Duffy: That is brilliant. Perhaps Deputy Matthews has already asked about cost rentals. Can both city councils give us an idea of their cost rentals?

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (18 Oct 2022)

Francis Noel Duffy: That is brilliant.

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (18 Oct 2022)

Francis Noel Duffy: That is brilliant. Have both authorities been approached by landlords wishing to sell their properties with tenants in situ? I ask because last week two delegations were before this committee. The delegation from Dublin City Council told us that the scenario I outlined has happened quite a bit and the delegation from Dún Laoghaire-Rathdown County Council said that it did not happen so...

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (18 Oct 2022)

Francis Noel Duffy: That is great and shows the initiative is working. There have been challenges over the past few years. Plus due to the war in Ukraine we have taken in around 50,000 refugees so they take up quite a few bed spaces and house spaces. I believe that we, as a country, should provide such assistance. Has such provision affected homelessness and the people who were already on housing lists?...

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (18 Oct 2022)

Francis Noel Duffy: Are the delegations saying that the situation has not had any effect?

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (18 Oct 2022)

Francis Noel Duffy: That is great and thank you.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (13 Oct 2022)

Francis Noel Duffy: Prior to and since the programme for Government, much discourse and dialogue has taken place in respect of securing a referendum on the right to housing. Based on a meeting of the housing committee last week, I believe wording is in progress within the Department. I note the contribution of Home for Good to the debate and its provision of legal clarity at a session of the housing committee...

Written Answers — Department of Education and Skills: School Textbooks (11 Oct 2022)

Francis Noel Duffy: 150. To ask the Minister for Education and Skills the parameters that are being considered in the roll-out of the free book scheme at primary level to ensure best learner outcomes while maximising value for money for the taxpayer; and if she will make a statement on the matter. [49623/22]

Written Answers — Department of Education and Skills: School Facilities (11 Oct 2022)

Francis Noel Duffy: 152. To ask the Minister for Education and Skills the mechanism that will be used to roll out the solar schools initiative; the way that schools will be able to avail of the scheme; the anticipated timeline for the roll-out; if schools will be able to avail of feed-in tariffs to benefit from excess generation, particularly in summer months; and if she will make a statement on the matter....

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (11 Oct 2022)

Francis Noel Duffy: I thank the witnesses again, as I always do, and as most of us do. Their statements were insightful. I have a number of questions. I will see if I can get through all of them. Have the witnesses been approached by landlords wishing to sell properties with tenants in situ?

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (11 Oct 2022)

Francis Noel Duffy: I thank Mr. O'Reilly. What about Dún Laoghaire?

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (11 Oct 2022)

Francis Noel Duffy: I thank Mr. Curran. I am interested in vacant units. I know a Senator already discussed it. There was a good scheme for over-the-shop units on Capel Street some years ago. Have the councils' vacant unit officers been assessing such units? Dublin and Dún Laoghaire probably have the largest number of vacant over-the-shop units. Are the councils' officers looking into that or...

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (11 Oct 2022)

Francis Noel Duffy: I have two more quick questions. Have the local authorities been given cost-rental targets by the Department? Is it meeting these targets, considering the Covid pandemic and the Ukraine war? If the local authorities have not been given targets, what process do they use to decide how many units they will develop? That is a kind of long-winded question.

Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (11 Oct 2022)

Francis Noel Duffy: My final question refers back to Deputy Ó Broin's with regard to the housing list versus targets. Does the capacity issue relate to funding or the targets the local authorities have been asked to deliver for the State? Do they just not have the capacity to deliver? That workload would be difficult to process. I am curious; if the Department told the local authorities to double their...

Select Committee on Housing, Planning and Local Government: Water Services (Amendment) (No. 2) Bill 2022: Committee Stage (6 Oct 2022)

Francis Noel Duffy: The Green Party fully supports a referendum on water. Is the wording for the referendums on water and housing being done in tandem? Will they be run at the same time?

Housing for All Update: Statements (Resumed) (4 Oct 2022)

Francis Noel Duffy: I thank the Minister for all the work he and his team are doing relative to the State's resources and the circumstances we face. Budget 2023 provided critically-needed measures to cushion the economic blow of the increasing cost of living. There is no doubt that the short-term targeted measures will provide relief for families. It is for that reason I welcome the provisions in the budget....

Francis Noel Duffy: 283. To ask the Minister for Housing, Planning, and Local Government if his attention has been drawn to reports landlords are demanding cash-only payments; and if any actions are in place to monitor and prevent this. [48219/22]

Written Answers — Department of Housing, Planning, and Local Government: Rental Sector (4 Oct 2022)

Francis Noel Duffy: 284. To ask the Minister for Housing, Planning, and Local Government if his attention has been drawn to reports student tenants are not speaking out against mistreatment by landlords due to fear of being reprimanded; and if any measures are being taken to support this vulnerable cohort. [48220/22]
