Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (21 Jun 2023)

Fintan Warfield: I am going to record this.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (21 Jun 2023)

Fintan Warfield: I thank the Cathaoirleach. I also thank the witnesses. I must declare an interest. My experience of playing with an LGBT sports club as opposed to an ordinary club is that we are free to be ourselves. We are more likely to go to the clubs and bars we normally go to with our team mates rather than having separate nights out. In any city around the world we can probably find an LGBT sports...

Seanad: An tOrd Gnó - Order of Business (20 Jun 2023)

Fintan Warfield: I want to talk about the public services card. The Department of Social Protection has been building a biometric photo and template database of 3.2 million people. There is no legal basis for collecting these data in exchange for services people are legally entitled to. Through a freedom of information request, the Irish Council for Civil Liberties, ICCL, and Digital Rights Ireland have...

Seanad: An tOrd Gnó - Order of Business (15 Jun 2023)

Fintan Warfield: I welcome the inclusion of data protection statements next week. This is something that Sinn Féin and others have called for in this House and it is long overdue. In July last year, the Minister for Justice, Deputy McEntee, made a commitment to appoint two additional data protection commissioners. These posts have still not been advertised, let alone filled. We were told by the...

Committee on Public Petitions: Ombudsman for Children's Annual Report 2021: Office of the Ombudsman for Children (15 Jun 2023)

Fintan Warfield: I thank Dr. Muldoon and his team for their work, as ever. Dr. Muldoon has spoken about staffing issues previously. He has also spoken today about the increased remit of his office in terms of its monitoring of the implementation of the Third National Strategy on Domestic, Sexual, and Gender-Based Violence and the actions around that. Have the witnesses further comment to make on the...

Committee on Public Petitions: Ombudsman for Children's Annual Report 2021: Office of the Ombudsman for Children (15 Jun 2023)

Fintan Warfield: Dr. Muldoon spoke of giving more attention to special measures needed to mitigate the disproportionate impact decisions can have on particular groups of children, including in emergency situations. Is that in reference to emergency accommodation, the housing situation or children in homelessness? Any comment on that area would be welcome and appreciated.

Committee on Public Petitions: Ombudsman for Children's Annual Report 2021: Office of the Ombudsman for Children (15 Jun 2023)

Fintan Warfield: Those are two issues I can bring to our work plan in terms of advocating for the resources to be delivered to the Ombudsman as soon as possible for what it is worth. We will do whatever we can to get the resources and look at the dependant-versus-children piece.

Seanad: An tOrd Gnó - Order of Business (13 Jun 2023)

Fintan Warfield: I wish to be associated with the Cathaoirleach's remarks and extend my sympathy to the family of Paul Coghlan. It was a pleasure to work with him in the previous Seanad term from 2016. The European institutions are working on a directive that will affect the rights of millions of platform workers, including those who drive for Uber and Deliveroo. Yesterday the European Council watered down...

Seanad: Capital Investment in the Health Service: Statements (1 Jun 2023)

Fintan Warfield: I welcome the Minister to the House. It is clear that since the launch of Project Ireland 2040, the socioeconomic environment that underpinned that plan has changed drastically. I want to speak about multi-annual plans. The proposed level of capital expenditure is inadequate to deal with the challenges we face in healthcare. The HSE capital plan for 2023 is inadequate. It lacks the...

Committee on Public Petitions: Business of Committee (1 Jun 2023)

Fintan Warfield: I nominate Deputy Pat Buckley.

Committee on Public Petitions: An Garda Síochána Ombudsman Commission Annual Report 2021: Discussion (1 Jun 2023)

Fintan Warfield: According to the documents that were submitted to the committee, there was a marked decrease, approximately 30%, in the number of referrals made to GSOC in 2022 on the preceding 12 months. Why do the witnesses think the number of referrals is down by such a significant degree? Is there any indication of what has driven the decline?

Committee on Public Petitions: An Garda Síochána Ombudsman Commission Annual Report 2021: Discussion (1 Jun 2023)

Fintan Warfield: In regard to the Policing, Security and Community Safety Bill, will the witnesses expand on the issues relating to potential amendments and the points Mr. Justice MacCabe touched on, including search powers and ministerial oversight?

Committee on Public Petitions: An Garda Síochána Ombudsman Commission Annual Report 2021: Discussion (1 Jun 2023)

Fintan Warfield: I am probably way over time but I wish to clarify one matter. Under that Bill, a search of a Garda station by GSOC will be subject to approval by the Garda Commissioner. Is that the case?

Committee on Public Petitions: An Garda Síochána Ombudsman Commission Annual Report 2021: Discussion (1 Jun 2023)

Fintan Warfield: In addition, the annual report of the new office will only be laid before the Houses of the Oireachtas with the approval of the Minister.

Committee on Public Petitions: An Garda Síochána Ombudsman Commission Annual Report 2021: Discussion (1 Jun 2023)

Fintan Warfield: There has been much talk in recent weeks about body cameras and facial recognition technology. The ICCL and other human rights organisations note that such systems can often identify faces incorrectly, particularly those of women and people of colour. The ICCL also stated that in its opinion the use of such technology is neither necessary nor proportionate. Does GSOC have any comment to...

Committee on Public Petitions: An Garda Síochána Ombudsman Commission Annual Report 2021: Discussion (1 Jun 2023)

Fintan Warfield: The Garda Representative Association's general secretary stated that he understood each GSOC investigator had 50 to 60 files. Is that accurate? To follow on from Mr. Hume’s previous point, the international norm might be closer to 15 cases per investigator. Is that an accurate representation of the current numbers?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Development of Local and Community Arts: Discussion (Resumed) (31 May 2023)

Fintan Warfield: I thank the witnesses for joining us. Céad mile fáilte. I welcome the committee's work on this matter. Arts is built on community activity. It starts in school and at home with friends and family. Consequently, cultural activity is built on community activity. As such, the committee's focus on local art is timely and welcome. I wish to address a couple of significant issues...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Development of Local and Community Arts: Discussion (Resumed) (31 May 2023)

Fintan Warfield: How many people go through that planning process for public art on their property?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Development of Local and Community Arts: Discussion (Resumed) (31 May 2023)

Fintan Warfield: How many have there been in the case of Dublin City Council?
