Seanad: Oireachtas (Allowances to Members) and Ministerial and Parliamentary Offices Bill 2009: Second Stage (7 Jul 2009)

Cecilia Keaveney: At 10.30 a.m.

Seanad: Media Studies in Education (7 Jul 2009)

Cecilia Keaveney: I thank the Leas-Chathaoirleach and the members of staff for having the patience to stay here. I wish to raise the issue of the need for the Minister for Education and Science to comment on the importance of media studies in ensuring that students who are exposed to historical events spun by media channels with their own agendas on a 24 hour basis are helped evaluate what they hear in a...

Seanad: Media Studies in Education (7 Jul 2009)

Cecilia Keaveney: I thank the Minister of State and his officials. They seem to have a very good grasp of what I was asking about. The Minister of State always adds a personal touch which is relevant to the issue.

Seanad: Music Therapy (1 Jul 2009)

Cecilia Keaveney: I thank the Cathaoirleach for allowing me to raise the important issue of music therapy in the House and I thank the Minister of State for staying on to answer the Adjournment debate. The Ministers of State, Deputies John Moloney and Jimmy Devins, and their predecessors will be very familiar with this matter because in September 2006 after a year's research I completed a report, Defining...

Seanad: Music Therapy (1 Jul 2009)

Cecilia Keaveney: -----any other kind, songs with autobiographical associations reawaken the sense of self in dementia sufferers. It is sad that these facts are not recognised in Ireland whereas they are recognised internationally. I hope that the House will be told of further moves in respect of the professional recognition of music therapy.

Seanad: Music Therapy (1 Jul 2009)

Cecilia Keaveney: May I comment?

Seanad: Music Therapy (1 Jul 2009)

Cecilia Keaveney: To counter the argument that music therapy is not frequently used, professionals cannot be kept in Ireland if music therapy is not recognised as they will not be paid amounts equivalent to that paid elsewhere. There are also few full-time jobs. Does the Minister of State agree that we should prioritise music therapy further? Milford Hospice in Limerick is a good example of it working well.

Seanad: Order of Business (1 Jul 2009)

Cecilia Keaveney: I agree with the sentiment about the decrease in roaming charges. It is very important, particularly for those of us in the Border region. We have struggled along for some time to try to have an all-island approach to mobile telephone call and text charges. I welcome the fact that roaming charges are being reduced. Internationally, it will have an importance, not only for business people...

Seanad: Youth Affairs (30 Jun 2009)

Cecilia Keaveney: I thank the Cathaoirleach for allowing me to raise this matter and I thank the Minister of State, Deputy Moloney, for his attendance. As Vice Chair of the youth and sport committee in the Council of Europe with special responsibility for youth, I am very interested in the whole issue of youth participation in politics and policies aimed at youth. This morning on the Order of Business I...

Seanad: Youth Affairs (30 Jun 2009)

Cecilia Keaveney: The clear message I am getting is that it is very unusual for politicians to appear at these Council of Europe meetings in terms of the administrative side. They are fascinated by the fact that we take time to engage with them. I raise this matter on the Adjournment to highlight the good work being done and we must find some mechanism nationally to not only link the youth with us but to...

Seanad: Order of Business (Resumed) (30 Jun 2009)

Cecilia Keaveney: I agree with the concept of having more emphasis on consumer watchdog activity so companies do not get free short-term advertising for something that they reverse when people are no longer aware of it. People living on the Border have been aware for some time about the price differential. While we like to wrap the flag around ourselves and be republican it is important to vote with our...

Seanad: Order of Business (Resumed) (30 Jun 2009)

Cecilia Keaveney: I apologise, Senator Joe O'Reilly.

Seanad: Order of Business (Resumed) (30 Jun 2009)

Cecilia Keaveney: The President of Ireland gave a presentation there about which representatives from 47 countries spoke for the entire week. I did a report on teaching history in areas of conflict and post-conflict that was unanimously approved on Friday morning after contributions from Georgia, Croatia, Russia, Turkey, Cyprus and many other countries-----

Seanad: Order of Business (Resumed) (30 Jun 2009)

Cecilia Keaveney: My question may apply to the Cathaoirleach and the Committee on Procedure and Privileges. How can we find a mechanism to come back here and tell either House about our activity and work? There does not seem to be such a mechanism and a lot of good work is being done but we are open to criticism because we cannot tell the House about it.

Seanad: Animal Control Regulations (18 Jun 2009)

Cecilia Keaveney: I thank the Cathaoirleach for allowing me to raise this matter yet again. I thank the Minister of State at the Department of the Environment, Heritage and Local Government, Deputy Finneran, for coming to the House to answer the matter. He has responsibility for housing. I do not know if that includes kennels. Last weekend, a three year old child was attacked by a Japanese akita. I do not...

Seanad: Animal Control Regulations (18 Jun 2009)

Cecilia Keaveney: I thank the Minister for his response. With regard to the enforcement of existing legal requirements in respect of animal welfare and dog control, I hope the forthcoming Bill will take account of the fact that an animal in a neighbouring household can be more than a nuisance, it can be a threat when it is not properly controlled. It is difficult to enforce existing legal requirements...

Seanad: Order of Business (18 Jun 2009)

Cecilia Keaveney: I raise an old chestnut by asking whether a date has been arranged for a debate on issues pertaining to the North and North-South co-operation. As we are approaching the end of the session, I suggest that we hold regular debates which would allow for formal feedback from the North-South Ministerial Council. Although those meetings take place very regularly, we do not have the opportunity to...

Seanad: Order of Business (17 Jun 2009)

Cecilia Keaveney: As one who lives near Lough Foyle, I declare my interest in this serious issue. The Foyle, Carlingford and Irish Lights Commission is charged with managing Lough Foyle. I have been informed by the Minister of State, Deputy Conor Lenihan, that negotiations with the Crown Estate to buy a lease for the aquaculture licensing of the lough are at an advanced stage. Why are we negotiating with...

Seanad: School Day Extension (17 Jun 2009)

Cecilia Keaveney: I thank the Minister of State, Deputy Barry Andrews, for taking my adjournment motion at this late hour, which relates to extending the school day. I suppose it may seem strange to speak about extending the school day at a time when many schools are under starters orders to close for the summer and some have already closed. I draw to the attention of the Minister of State and the Minister...

Seanad: School Day Extension (17 Jun 2009)

Cecilia Keaveney: I thank the Minister of State for his reply. I accept the Minister for Education and Science, Deputy Batt O'Keeffe, has outlined his knowledge of what is going on in the North. I ask the Minister of State to pass on to the Minister for Education and Science my belief that his answer refers to students and in particular high-flying students. I referred to families, communities and students...
