- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Lynn Ruane: I thank the Chair. I was making a point about the canal and hedgerows. The long-eared owl and other birds of prey lost an established habitat when pipeworks were laid along the route of the outer ring road near the Grand Canal. We lost our long-eared owls when large sections of hedgerow were removed from the north and south banks of the Grand Canal. When we consider the amendments which...
- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Lynn Ruane: I wish to make a few points. Even though I was not in the Chamber to hear the Minister's replies, I was listening to them in the ante-room. She considers that amendment No. 1e is unnecessary because what it proposes is already protected by our obligations in regard to the EU, but I do not believe it is unnecessary. Any amendment that strengthens the measures that are already in place by...
- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Lynn Ruane: I move amendment No. 1e:In page 4, line 11, after “aforesaid” to insert the following:“, with appropriate exception and allowance made for areas subject to protection or proposed protection for natural heritage or used by species listed in Annex IV or V or Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora”.
- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Lynn Ruane: I move amendment No. 1h:In page 4, line 29, after “canals” to insert the following: “subject to agreed criteria for safety standards aboard a vessel and adjudicated upon by a suitably qualified person”. In the course of my speech, I will refer to a number of the amendments that relate to Irish Waterways, canals and the communities at their heart. I believe the...
- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Lynn Ruane: I will only be a second.
- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Lynn Ruane: It is about one line, and it could have been covered when I left the Chamber. If so, I apologise. Throughout this section, we have been using the words "permits" or "licences". I want to draw attention to the fact that licences for canal use do not exist, but permits for barges to dock do. I wonder is it the intention to create licences. I am open to correction on this, but I do not...
- Seanad: The Diaspora: Statements (23 Feb 2017)
Lynn Ruane: I thank the Minister of State for his time this afternoon. I welcome the chance to have the debate on the Irish diaspora in this House as I often think that it is an issue that can fall by the wayside in the day to day proceedings of our domestic politics. It is no secret that Ireland has had a long history of emigration reaching back to the 19th century and the time of the Great Irish...
- Joint Oireachtas Committee on Education and Skills: Positive Mental Health in Schools: Discussion (21 Feb 2017)
Lynn Ruane: I thank the witnesses for their presentations. I apologise but I am under time pressure so would be grateful if someone could give me a nod when Senator Devine starts speaking in the Seanad Chamber, at which point I will have to run. I hope I do not leave too much out and I will catch up on the remainder of these proceedings later on. This is an area in which I have a keen interest...
- Seanad: Recent Education Announcements: Statements (21 Feb 2017)
Lynn Ruane: I want to address a couple of areas and hopefully get some answers. One relates to the fact that over 6,000 children live in care, some for short periods while family difficulties, such as the illness of a lone parent, are resolved but many grow up in care. How are these children doing educationally? How many sit the leaving certificate or go on to further education? Why are there no data...
- Seanad: Civil Law (Missing Persons) Bill 2016: Second Stage (16 Feb 2017)
Lynn Ruane: I thank the Minister of State for being here. Again, I will not need the eight minutes allowed as I do not want to repeat what others have said. I thank Senator Colm Burke for approaching me to support this important legislation and for his tenacity in ensuring this issue is dealt with in Seanad Éireann. I welcome the work of the Law Reform Commission on the issue of how our legal...
- Seanad: Criminal Law (Sexual Offences) Bill 2015: [Seanad Bill amended by the Dáil] Report and Final Stages (14 Feb 2017)
Lynn Ruane: I never thought I would spend St. Valentine's night listening to what Senator McDowell's fetishes may be. It has been a strange experience. I started out being hopeful about this Bill, although I disagree with section 4 because it deals with how much danger women are subjected to. I shall go into detail about this matter later. I support the rest of the Bill. I wish I had been a member...
- Seanad: Criminal Law (Sexual Offences) Bill 2015: [Seanad Bill amended by the Dáil] Report and Final Stages (14 Feb 2017)
Lynn Ruane: I am raging that I have had to follow him in this debate. We listened to him talk about seasoned prostitutes but sympathise with the plight of a poor 18-year old lad. We know who the Senator supports on foot of his comments. His contribution did not assist the campaign by some advocacy groups for full decriminalisation. He did them a disservice.
- Seanad: Criminal Law (Sexual Offences) Bill 2015: [Seanad Bill amended by the Dáil] Report and Final Stages (14 Feb 2017)
Lynn Ruane: I am quite disappointed with Senator McDowell. I agree with him that section 4 should have been dealt with in another Bill. In my previous career, I supported many people who were exploited through prostitution because they were addicts, homeless or lived in poverty. In the past few years I have become a very strong advocate for them. I want sex work to be criminalised in terms of the...
- Seanad: Knowledge Development Box (Certification of Inventions) Bill 2016: Report Stage (1 Feb 2017)
Lynn Ruane: For clarification, why do amendments Nos. 7, 9 and 10 fall if the Government’s amendment is passed? Can it be explained why they are not complementary?
- Seanad: Convictions for Certain Sexual Offences (Apology and Exoneration) Bill 2016: Second Stage (1 Feb 2017)
Lynn Ruane: I was not born.
- Seanad: Convictions for Certain Sexual Offences (Apology and Exoneration) Bill 2016: Second Stage (1 Feb 2017)
Lynn Ruane: I thank the Labour Party Senators for bringing this important Bill to the House. I fundamentally support the measures contained in this Bill to undo some of the damage historically inflicted by the State on the LGBTQI+ community. While an apology and exoneration will do little for the men prosecuted under the relevant Acts, it would be an important step for us to recognise the...
- Seanad: Convictions for Certain Sexual Offences (Apology and Exoneration) Bill 2016: Second Stage (1 Feb 2017)
Lynn Ruane: I would like to respond to the remarks made about me by the Leader while I was not in the House. He is out of order. I am being blamed for having aspirations and not being complacent about what has been done to date.
- Seanad: Convictions for Certain Sexual Offences (Apology and Exoneration) Bill 2016: Second Stage (1 Feb 2017)
Lynn Ruane: He is dissing me for having aspirations for the future. If he had been here for the whole debate, he would know I said nothing different from what was said by other speakers.
- Seanad: Convictions for Certain Sexual Offences (Apology and Exoneration) Bill 2016: Second Stage (1 Feb 2017)
Lynn Ruane: The Leader singled me out because he came in late and only heard my contribution.
- Seanad: Convictions for Certain Sexual Offences (Apology and Exoneration) Bill 2016: Second Stage (1 Feb 2017)
Lynn Ruane: That does not mean we should not acknowledge what remains to be done.
