Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: Perhaps Ms Feehily might indicate the type of people who gave it to her agency.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: No, I have been listening for three hours.

Martin Conway: So have I.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: I was not asking Ms Feehily to name anybody.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: I was asking her to give me the categories of people who contacted the Policing Authority, how they made contact and, most importantly, how Ms Feehily's agency engaged with them.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: Does the Policing Authority meet them?

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: No matter how explosive the information the Policing Authority receives on the telephone or in writing, Ms Feehily does not deem it to be necessary to meet any of the people involved to have further interaction and perhaps elicit further information. Is that correct?

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: Let us suppose there is a whistleblower. Let us call them whistleblowers. Ms Feehily says the vast majority of issues are connected to work done by GSOC. If an issue does affect the Policing Authority directly, the stated policy of the authority is that it does not meet whistleblowers or those who provide information for it, rather it deals with them by telephone or in writing.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: I can appreciate that.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: I presume Ms Feehily contends that the two ladies have been vindicated in raising their particular concerns?

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: Do Ms Feehily also agree that they had nothing to gain by coming before the committee to give evidence? As a matter of fact, they probably had more to lose than gain.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: I am asking Ms Feehily for her opinion.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: Ms Feehily also said the Policing Authority would not get involved in what was essentially a human resources issue where there were tensions and so forth. I listened to the evidence of the ladies in great detail. They were very clear that while there were issues, that was not the reason they had contacted the Policing Authority. It is quite clear that they are very disillusioned and...

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: I accept that.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: The authority would have started with significant goodwill, both politically and among the public. It is not that it had to build public confidence. It had significant public confidence.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: The two ladies came before the committee and gave an incredibly powerful account of themselves. Their confidence in the Policing Authority was not what it should have been. The public listening to their testimony here were beginning to wonder if there was an issue here and to ask what was going on. The Policing Authority's representatives have given a fairly robust account of themselves,...

Martin Conway: I am conscious that Deputy Kelly wants to make a contribution before the vote, so I will not detain the committee. On a technical question, there has been a lot of talk about phone calls. I presume that phone calls are recorded for training and quality proposes at the Policing Authority, as in most professional offices?

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: They should be. If all parties are happy to hand over transcripts for full accountability, I think it is quite extraordinary that the authority does not have that facility whereby most professional outlets have a system for recording calls for training and quality purposes, especially now that Ms Feehily has told the committee that the authority gathers intelligence over the phone and in...

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: Many other companies should be nervous as well in that case.
