Paul McAuliffe: Does Mr. Lawlor believe the number of board members is sufficient but the issue is with the resources attached to the overall organisation?

- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development and Foreshore (Amendment Bill) 2022: Discussion (10 Nov 2022)
Paul McAuliffe: My next question is for the Irish Environmental Network. Earlier we raised the issues relating to heads 9 and 10 - the idea of the definition of the foreshore and the idea of airspace, as opposed to aerospace, being included in that. I heard Ms Uí Bhroin's comments earlier. It seems like a logical conclusion to include the seabed, the column and then the area immediately above,...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development and Foreshore (Amendment Bill) 2022: Discussion (10 Nov 2022)
Paul McAuliffe: If I have heard Ms Uí Bhroin right, is she saying that there is a concern that if a licence was granted for an offshore wind turbine, for example, that it would somehow give extended rights into the airspace or a mineral deposit found beneath? Is that the area of concern?
- Written Answers — Department of Children, Equality, Disability, Integration and Youth: Childcare Services (9 Nov 2022)
Paul McAuliffe: 96. To ask the Minister for Children, Equality, Disability, Integration and Youth if he will consider extending the building block strand B funding for childcare providers application deadline given the difficulty in getting quotes from providers; and if he will make a statement on the matter. [55665/22]
- Ceisteanna Eile - Other Questions: Energy Infrastructure (8 Nov 2022)
Paul McAuliffe: Gabhaim buíochas leis an Aire. I welcome the clarification about the temporary emergency power generation at that location. That will bring the total power generation on the site up to almost 800 MW. I was surprised to hear that 20% of the total generation on the island is generated at the Huntstown plant. There is also a bioenergy anaerobic digestion power station separate to the...
- Ceisteanna Eile - Other Questions: Energy Infrastructure (8 Nov 2022)
Paul McAuliffe: I thank the Minister. We must be very open to finding such sources. Many of the speakers at the meeting, including those from Codema, whet our appetite about what is possible. There are planning applications for data centres at the site in question. As I said, I would like us to keep an open mind about how we could provide district heating or other forms of community benefit. Whatever...
- Ceisteanna Eile - Other Questions: Energy Infrastructure (8 Nov 2022)
Paul McAuliffe: 11. To ask the Minister for Communications, Climate Action and Environment if he will outline his short- and medium-term plans for emergency electricity generation at Huntstown, Finglas; and if a district heating system may form part of future developments. [55200/22]
- Ceisteanna Eile - Other Questions: Energy Infrastructure (8 Nov 2022)
Paul McAuliffe: I recently attended the EirGrid road show in Erin's Isle GAA club. It is a fairly big hall but it was fairly packed with people who I think had a renewed curiosity in the security of electricity supply and where our supply comes from and how it is used. There was considerable discussion around Huntstown, which is located just north of Finglas, with regard to future plans there and the...

Paul McAuliffe: 36. To ask the Minister for Communications, Climate Action and Environment his plans to deal with the waiting list for the better energy warmer homes scheme; and the expected increase in demand following the increase in income limits for the fuel allowance for those over 70 years of age who benefit from the scheme. [55201/22]

Paul McAuliffe: Mr. Walsh can respond if he wishes.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (8 Nov 2022)
Paul McAuliffe: I might take up that line of questioning. The question Deputy Gould rightly put was whether the discretion that is being applied was within the scope of the Act. Many Members of the House believe there is no discretion and it is just a matter of applying it. Would that be a fair assessment?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (8 Nov 2022)
Paul McAuliffe: There is an obligation under the legislation as passed by the Oireachtas. We are going to impose other levies such as the zoned land tax from January and there will be no discretion in how they are applied.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (8 Nov 2022)
Paul McAuliffe: I take on board many of the points made by Mr. Walsh. I have seen derelict sites in my own area and it is very frustrating when there is a legislation in place that many people believe would help tackle dereliction.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (8 Nov 2022)
Paul McAuliffe: Capacity issues.
