Enda Kenny: How many of the staff moving from the Department of the Taoiseach have been offered promotion? Have any departmental staff declined to move due to family, school or social contacts? In general, pressure is apparently being applied to public servants. If they move from a Department, they may achieve promotion but if they do not move, they are stuck.
