Dan Neville: I was advised that the Government had changed its approach, that while the Bill was not in force, the approach of the Government had changed and that the board would have to re-examine the situation in the light of developments that had taken place.

Dan Neville: The application was lodged in February 2003 and has been refused by letter. This was a national programme which was costed for a two year period. There is considerable criticism over the lack of helplines today and which were included in the proposed programme. I have the full proposal with me. The amendment tabled by Deputy McGinley would address this.
