Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development Bill 2022: Discussion (Resumed) (23 Feb 2023)

Cian O'Callaghan: Head 83 is a list of possible planning conditions. I do not know if anyone has managed to look through the full list yet. There is a lot there. Is there anything in particular anyone has noticed that is missing from those potential planning conditions? While it is a long-enough list, my reading of it is that is it. You cannot have planning conditions that are not on that list.

(23 Feb 2023)

Cian O'Callaghan: I acknowledge the work done by the three Ministers and their officials on all of these issues we are discussing. In terms of the housing completion data, there is no question whatsoever about the credibility, integrity and professionalism of the CSO. It is of interest to me that in its recent statement the CSO pointed to the difference possibly being that one-off homes were not being...

Vote 23 - Electoral Commission (Further Revised)
Vote 34 - Housing, Local Government and Heritage (Further Revised)
(23 Feb 2023)

Cian O'Callaghan: I have just one follow-up question on that. I assume the Minister accepts the CSO methodology on new homes and ESB connections. It states there is an 83% level of accuracy and that in the deep dive it did into this area there were more false positives than false negatives. Does the Minister accept the CSO's statement on its methodology, which it says has a slight bias towards overcounting?

Cian O'Callaghan: I have two more questions. In terms of the spend in 2022, how much was returned to the Exchequer? I know €340 million was carried over into 2023.

Cian O'Callaghan: The Department of Public Expenditure, National Development Plan Delivery and Reform has stated that the figure for surrender will be in the region of €240 million. Is that correct?

Cian O'Callaghan: The level of surrender in 2019 was €6.5 million above the capital carryover. It was €12.5 million in 2020 and €116 million in 2021 and there are indications from the Department of Public Expenditure, National Development Plan Delivery and Reform that it could be €240 million for the year just gone. Is the Minister concerned about the growing amount being...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Planning and Development Bill 2022: Discussion (Resumed) (23 Feb 2023)

Eviction Ban Bill 2022: Second Stage [Private Members] (22 Feb 2023)

Cian O'Callaghan: I thank People Before Profit for bringing forward this Bill and for the work it has done on it. The Social Democrats will certainly be supporting it. It is notable that, when the Minister was speaking, he gave a long list of what has been done, while admitting that it is not sufficient, and a long list of criticisms of the Opposition but that a list of exactly what he and his Government are...

Written Answers — Department of Education and Skills: School Admissions (22 Feb 2023)

Cian O'Callaghan: 161. To ask the Minister for Education and Skills if her attention has been brought to the increase in applications for a multi-denominational school (details supplied); the action she plans to take to secure additional places in multi-denominational schools in this area should school admission policies aim to allocate places to older pupils first who have not started school; and if she will...

Housing and Evictions: Motion [Private Members] (21 Feb 2023)

Cian O'Callaghan: I thank Sinn Féin and Deputy Ó Broin for bringing forward this motion, which the Social Democrats are happy to support. On the eviction ban and the current situation with record homelessness and rents, we simply do not know from the Government what its plan is or what it is going to do. We have not heard from the Government. In fact, we have heard elements of the Government...
