Seanad: Knowledge Development Box (Certification of Inventions) Bill 2016: Committee Stage (14 Dec 2016)

Pádraig Mac Lochlainn: Yes, on the basis of the fact that the Minister is prepared to review it. She gets what our concern is.

Seanad: Knowledge Development Box (Certification of Inventions) Bill 2016: Committee Stage (14 Dec 2016)

Pádraig Mac Lochlainn: I move amendment No. 5:In page 14, line 22, to delete "the Minister" and substitute "the Dáil". Due to the nature of this legislation and the reduction in corporation tax, reports in writing on its operation should come before the Dáil and the Houses and not the Minister. The Minister will see clearly the intent of the amendment.

Seanad: Knowledge Development Box (Certification of Inventions) Bill 2016: Committee Stage (14 Dec 2016)

Pádraig Mac Lochlainn: I appreciate that. I will speak to amendments Nos. 7 and 8. The rationale behind amendment No. 7 is that it seeks to delete the following section, which states that nothing in this subsection shall be construed as requiring the controller to include information, the inclusion of which would in the opinion of the controller be likely to prejudice the performance of the controller's functions...

Seanad: Knowledge Development Box (Certification of Inventions) Bill 2016: Committee Stage (14 Dec 2016)

Pádraig Mac Lochlainn: I fundamentally disagree. I cannot see any reason the report cannot be released to the Dáil. Why would something be given to a Minister and it would not be considered appropriate to give it to the Dáil or both Houses? We will not agree on that. In terms of the independence of the office, the courts are independent but one can appeal a decision. Just because a body is...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Brexit on Irish Agriculture and Fisheries Sectors: Discussion (13 Dec 2016)

Pádraig Mac Lochlainn: I welcome Mr. Power and thank him for his presentation. He referred to imports substitution in his final comments. That is interesting as it has not been mentioned previously by other contributors or any commentator I have heard to date. It would mean replacing what we are importing by boosting the domestic economy. Can he give some examples in agrifood that might be good candidates for...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Brexit on Irish Agriculture and Fisheries Sectors: Discussion (13 Dec 2016)

Pádraig Mac Lochlainn: I have a focused question. I have a sense that the meat factories, the multiples and the major retailers will seek to take advantage of Brexit by using it in an opportunistic way as leverage to drive down prices. I do not doubt that this will happen. What are the strategies of the various organisations to deal with this? I want to get a sense of what they are calling on the Government to...

Pádraig Mac Lochlainn: I am happy for the sitting to be suspended.

Pádraig Mac Lochlainn: No, it is fine.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Brexit on Irish Agriculture and Fisheries Sectors: Discussion (13 Dec 2016)

Pádraig Mac Lochlainn: Can we receive a short written statement or document? That would be very helpful.

Seanad: Order of Business (8 Dec 2016)

Pádraig Mac Lochlainn: I want to raise the ongoing debacle over the auction of the Pádraig Pearse surrender letter, which is of immense importance to this State. I attended a protest last night. What I cannot understand is that the Government is, at huge expense to the taxpayer, appealing the decision of the High Court in regard to Moore Street and securing that monument after years of failure by various...

Seanad: Order of Business (8 Dec 2016)

Pádraig Mac Lochlainn: -----and secure it in a museum. I assume that is the case. The Government has a choice. It can spend a fortune appealing a High Court decision against the families of the 1916 leaders but it cannot purchase this letter. I will let people out there make their decision about the logic of all of that.

Seanad: Commencement Matters: Northern Ireland (30 Nov 2016)

Pádraig Mac Lochlainn: The Minister of State will be aware that the British Secretary of State, Mr. James Brokenshire, in response to a parliamentary question recently asserted that the whole of Lough Foyle was within the UK. Eighteen years after the Good Friday Agreement, it is unacceptable for language that is so clearly arrogant and provocative to be used. It flies in the face of the establishment of the...

Seanad: Commencement Matters: Northern Ireland (30 Nov 2016)

Pádraig Mac Lochlainn: I appreciate the Minister of State's confirmation that the Minister has conveyed the Government's concerns about the language used. I was alarmed when it was brought to my attention. I have been aware of the negotiations down the years, but the main concern is the post-Brexit situation. Some will desire to put a wall around Britain. As an Irish republican, I want a united Ireland but, in...
