[22578/16]

Proceeds of Crime (Amendment) Bill 2016: Second Stage (14 Jul 2016)

Jonathan O'Brien: We will also support the quick passage of this legislation through the House. On Committee Stage in the Seanad, we tabled an amendment, which I will come back to in a minute, but it was ruled out of order. We have said previously that we will always support legislation which we feel is progressive and will deal with the issue of organised crime. For this reason, we supported the changes...

Paternity Leave and Benefit Bill 2016: Report and Final Stages (13 Jul 2016)

Jonathan O'Brien: I welcome the passage of this legislation through the Dáil. A commitment was given to introduce it and I recognise the role of the previous Administration in trying to bring it to fruition. I also welcome that we will be able to enact it for 1 September, which was an important element of it. Much has been said about new politics and this is first legislation that has come through...

Paternity Leave and Benefit Bill 2016: Report and Final Stages (13 Jul 2016)

Jonathan O'Brien: I tabled an amendment to the section on Committee Stage and, in fairness to the Minister, she gave a commitment that if I withdrew it, she would address the issue on Report Stage. She has, indeed, addressed the fact that the draft legislation stated "shall not penalise" and did not include "a threat to penalise". I welcome her commitment and her following through on it.

Regulation of Charities: Motion [Private Members] (12 Jul 2016)

Jonathan O'Brien: I am sharing time with Deputies Pearse Doherty and Gerry Adams.

Regulation of Charities: Motion [Private Members] (12 Jul 2016)

Jonathan O'Brien: I thank the Social Democrats and the Green Party for tabling this motion, which we will be supporting. It is a very timely motion for obvious reasons. A number of amendments have been tabled to it but, as previous speakers said, I have some concerns about some of them but I am sure we can discuss them in further detail later. As the Minister outlined in her contribution, the charity...

[20739/16]

Written Answers — Department of Jobs, Enterprise and Innovation: Work Permits Applications (12 Jul 2016)

Jonathan O'Brien: 798. To ask the Minister for Jobs, Enterprise and Innovation if her attention has been drawn to the fact the employment permits section is refusing to issue permits under Regulation 6(2)(h) of the Employment Permits Regulations 2014 for failure to submit a tax clearance certificate, even though paper certificates are no longer issued and all tax clearance verification is now done by way of...

Misuse of Drugs (Amendment) Bill 2016: Second Stage (6 Jul 2016)

Jonathan O'Brien: I will take 25 minutes and Deputy O'Reilly will take five. I welcome the opportunity to speak on the Misuse of Drugs (Amendment) Bill 2016. I have followed its progression through the Seanad and have read all the contributions by Senators during its passage through that Chamber. My party colleague in the Seanad, Senator Máire Devine, outlined our support for the Bill. She also...

Criminal Justice Act 1994: Motion (6 Jul 2016)

Jonathan O'Brien: We will also support the motion. A couple of weeks ago the Minister announced a wide package of measures to bring before the Oireachtas. The Proceeds of Crime (Amendment) Bill has passed Second Stage in the Seanad and is now going to Committee Stage. Our party will be putting forward a number of amendments to it, not to change the substance of the Bill but in respect of what happens to the...

Select Committee on Justice and Equality: Paternity Leave and Benefit Bill 2016: Committee Stage (6 Jul 2016)

Jonathan O'Brien: I move amendment No. 15:In page 19, between lines 16 and 17, to insert the following:“(4) An employer found to have penalised an employee for exercising their rights to or entitlement to paternity leave shall be subject to a fine of up to €10,000.”. I am sorry for being late; traffic was a little heavy. The section deals with the protection of employees from...

Select Committee on Justice and Equality: Paternity Leave and Benefit Bill 2016: Committee Stage (6 Jul 2016)

Jonathan O'Brien: I thank the Minister for her clarification on the amendment. Certainly, I will take on board some of what the Minister has said. The purpose of the amendment is not to deal with cases of dismissals - such cases are already dealt with in the legislation under section 22(3) - but any cases of penalisation that amount to less than dismissal. For example, if a man's conditions were looked upon...
