Dublin City Safety Initiatives and Other Services: Statements (Resumed) (17 Nov 2022)

Neasa Hourigan: I thank the House for facilitating this debate. One of the nicest things to hear is Deputies who are not directly from Dublin saying that they feel it is their city too. That is very important. I am incredibly proud of Dublin. It has been the honour of my life to represent the constituency of Dublin Central and, in particular, the north inner city, which is such a unique part of our...

To ask the Minister for Health the number of service-users under the care of the Midleton, Youghal and Cobh, Glenville Adult Mental Health Services in east Cork who have availed of either short-term respite or longer-term placement in nursing-homes or in CHO4 mental health facilities from 1 January 2021; the names of the mental health facilities and the number of service-users...

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: It is 60%.

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: When the Minister of State refers to 60%, does that mean the shortfall is that 22 of the 30 teams are in place or does it mean the 22 teams are fully staffed?

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: Does that 60% relate to the 22 teams that are up and running?

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: If recruiting goes below a certain level, is a point reached where a team is not operational?

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: When will we reach 32 teams?

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: We might move on to the home care in a moment. I am trying to understand what the pathway is between a CHO or that ICPOP team and an AHB, a local authority or whatever.

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: What about somebody who is not being discharged from hospital but who needs to move for whatever reason? It might be that they are renting and they have to move, or they are a younger person who is moving out of a family situation because they want to live alone. How do these people interact with the ICPOP teams and how do they secure housing?

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: I am sorry, the Minister of State is right. However, all of those accessing the teams would not necessarily be being discharged from a medical facility.

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: In demographic terms, we know that we are going to have a huge population of renters who are going to get older and who may have to move on. Is it the social worker who has the contact with those responsible for the social housing list? Is it Clúid? I am trying to work out at what point the care team makes contact with the housing team.

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: The meals on wheels services in my constituency is great. On the ICPOP teams, who is the advocate for the person? Is it the public health nurse? Who is making the call? I do not mean making the decision; I refer, literally, to the person who picks up the phone?

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: And just----

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: It is a really good point. I am dealing with people for whom heating at the moment particularly is an issue. Rightsizing might be a solution if they are in bigger houses they literally cannot heat. I want to ask one quick question. I know the ICPOP teams have been involved in training members of the Garda and things like that. Is that correct, that they are training gardaí in how to...

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: My question was going to be if the same was being done with local authorities. I am just trying to imagine, when someone reaches out to the local authority, do they know what they are looking at when they get the call?

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: I think every Department and every service in the country could do with better understanding of what they are dealing with.

Joint Oireachtas Committee on Disability Matters: Disability, Mental Health and Ageing: Engagement with Minister of State at the Department of Health (17 Nov 2022)

Neasa Hourigan: I welcome the Minister of State. I have two questions, both of which are about integration. I want to go back to ICPOP, which is a very worthwhile undertaking and a very good programme. I want to do a deep dive on it if that is okay. I have been reading research papers around the development of ICPOP but I do not expect the witnesses to have read them before coming to today's meeting....
