Ruth Coppinger: The purpose of the committee, which the Government is establishing in this motion, is to discuss the commission's recommendations that there should be water charges on the basis of usage. Even this is a row-back of the Government's concessions, under the then Minister, Deputy Alan Kelly, that came about because of the movement against water charges.
