Joan Collins: I support the amendment. The Deputy put the case very succinctly. It specifies that those who do not have the capacity would have qualified advocates to speak on their behalf. In many areas, people with disabilities need advocates to explain their situations. It should be part of the services provided to the ladies of the Magdalen laundries.
