- Planning and Development (Strategic Infrastructure) Bill 2006 [Seanad]: Second Stage (Resumed). (25 May 2006)
Seán Fleming: This presents an opportunity to speak on the general point of how the population has grown in recent times. Inevitably, in a strong economy, the need for facilities increases considerably. Until now, it has not been possible for infrastructure such as motorways, roads and power facilities to keep up with the requirements of the general public. People feel the Government or local authorities...
- Planning and Development (Strategic Infrastructure) Bill 2006 [Seanad]: Second Stage (Resumed). (25 May 2006)
Seán Fleming: Yes, it is long overdue. There was previously provision but too much responsibility on the local authority. The onus now falls on the planning applicant to prove his or her bona fides, as is only right. That is good news buried in this important legislation. It is a special section not directly connected with the legislation's main business, but I wish to highlight it from that perspective....

Seán Fleming: I welcome the opportunity to contribute to the debate. Like Deputy O'Connor, I thank Deputy Gilmore for introducing the Bill. I agree with the principle but disagree with the commissioner aspect. As I was a first-time candidate when elected in 1997, I can be far more direct than Deputy O'Connor was. The registers are a disgrace and an outrage. They are inaccurate and would not be tolerated by...
- Electoral Registration Commissioner Bill 2005: Second Stage (Resumed). (26 Apr 2006)
Seán Fleming: I support the principle but not the idea of a commissioner. I would prefer to see it controlled through this House rather than by an independent commissioner. I believe Deputy Gilmore is right. That we should not be tampering with the electoral system by putting one side of the House in opposition to the other is exactly the point I was making.
- Electoral Registration Commissioner Bill 2005: Second Stage (Resumed). (26 Apr 2006)
Seán Fleming: There should be an all-party agreement. I would like the Joint Committee on Environment and Local Government, or a similar body, to come up with an all-party agreement. I think such an move would receive the support of both sides of the House. That is how I would like us to proceed.
