Mary Harney: The Indicative Drugs Target Savings Scheme (IDTS) was suspended 4 years ago pending a review of its operation and effectiveness. That expert report review conducted by the National Centre for Pharmacoeconomic Assessment found that there was no evidence that the scheme was incentivising appropriate prescribing.
