Select Committee on Housing, Planning, Community and Local Government: Business of Select Committee (13 Dec 2016)

Ruth Coppinger: I would like to be given an idea of how long we will spend discussing the Bill today. There are approximately 180 amendments which are wide ranging, with many relating to planning and many others to the protection of tenants. The Minister is keen to rush the Bill through the House before Christmas. I do not feel the same sense of urgency as the legislation does not include anything of an...

Select Committee on Housing, Planning, Community and Local Government: Business of Select Committee (13 Dec 2016)

Ruth Coppinger: I am making a counter-proposal that we do not sit until midnight and instead take a break at some point and sit from 5 p.m. until approximately 8 p.m.

Select Committee on Housing, Planning, Community and Local Government: Business of Select Committee (13 Dec 2016)

Ruth Coppinger: The only fear is that members might be rushing to different places. I have some amendments to be dealt with in the latter stages, but I cannot be here until midnight and would need to find a substitute. Having a ten-hour meeting of a committee is ludicrous and an insult having reached this Stage of the Bill. We should decide now that we will stay until 8 p.m. and meet again in the morning.

Select Committee on Housing, Planning, Community and Local Government: Business of Select Committee (13 Dec 2016)

Ruth Coppinger: If members cannot be here for eight hours but mention their amendments, will that be accepted?

Select Committee on Housing, Planning, Community and Local Government: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (13 Dec 2016)

Ruth Coppinger: I move amendment No. 3:In page 6, between lines 5 and 6, to insert the following:“Report on the causes of delays in the construction of housing 3. The Minister for Housing, Planning, Community and Local Government is to report within three months of the enactment of the Planning and Development (Housing) and Residential Tenancies Act 2016 on the causes of delays in the construction of...

Select Committee on Housing, Planning, Community and Local Government: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (13 Dec 2016)

Ruth Coppinger: How can the Minister of State say it is not necessary to do an investigation into the cause of delays, when he is proposing-----

Select Committee on Housing, Planning, Community and Local Government: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (13 Dec 2016)

Ruth Coppinger: -----to rush a Bill through the Dail by Christmas? Members will stay here until midnight tonight, but the Minister will not accede to our request for a report in three months time. Local communities rarely object to planning applications but object to major developments because of traffic issues, overlooking and other major concerns. I do not believe that removing that stage of the...

Select Committee on Housing, Planning, Community and Local Government: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (13 Dec 2016)

Ruth Coppinger: I wish to respond to what the Minister of State said. I am not saying the legislation has not been flagged, but we all got these amendments last night and we will be staying here potentially until late into the night. That is quite rushed and will create pressure on people in terms of proper debate. The Minister of State has proposed to add on 15 amendments relating to the private rental...

Select Committee on Housing, Planning, Community and Local Government: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (13 Dec 2016)

Ruth Coppinger: Yes.

Select Committee on Housing, Planning, Community and Local Government: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (13 Dec 2016)

Ruth Coppinger: I also think this section is very dangerous. We have already made points to the Minister and will certainly make them again on the floor of the Dáil - in particular, the removal of local residents' and councillors' ability to have a say on these developments. Having served on a council, I am aware that local planners know an area better. An Bord Pleanála is much more divorced...

Select Committee on Housing, Planning, Community and Local Government: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (13 Dec 2016)

Ruth Coppinger: The Minister says this does not bypass the local council. If a resident or a community wants to make an observation on a planning application of over 100 houses they can, at present, write a letter and insert a cheque for €20 or do it online. It is easy enough to do and they can also get advice from councillors. What will the fee be for an individual to make an observation to An...
