John O'Mahony: I know the idea is that it needs to work better. It was a good idea but I would like to see what plans there are to overcome the difficulties that were there last year.

John O'Mahony: The fines (amendment) Bill is due to come before the House soon. Recent figures indicate a 10% increase in people going to jail for non-payment of fines. Everybody would agree that jail should be for people who commit crime and not for those who do not pay fines. The Bill would alleviate the problem. I know it is due for publication in this term, but when will it come before the House?
