- Committee on Climate, Environment and Energy: Carbon Budget: Climate Change Advisory Council (25 Jun 2025)
Naoise Ó Cearúil: I thank Ms Donnelly, Mr. Hussey and Ms Gallagher for being here and for the opening statement. Touching on what Deputy Ahern has alluded to regarding the elimination of fossil fuels by 2039 as stated in the opening statement and also relaying back to Deputy Byrne's questions around the reality of meeting our onshore and offshore renewable energy targets by 2030, particularly when it...
- Committee on Climate, Environment and Energy: Carbon Budget: Climate Change Advisory Council (25 Jun 2025)
Naoise Ó Cearúil: I thank Ms Donnelly. She will be happy to know I am moving to an electric vehicle next week. I have a question related to the private wires Bill. There is a lot of conversation and debate around the energy use of data centres, notwithstanding the expansion of artificial intelligence and the competing demands there. From my perspective, the private wires Bill should, in essence, allow...

- Ceisteanna Eile - Other Questions: Public Transport (24 Jun 2025)
Naoise Ó Cearúil: The Minister has announced extremely positive news here this evening that is extremely welcome. It would be great to see a breakdown of the timelines. What do we need to do in order to get to the first phase in the summer of 2027? Is there a need for procurement of IT systems? Are particular systems for buses, etc., required? It would be great to see the routes included in phase 1 as...
- Ceisteanna Eile - Other Questions: Public Transport (24 Jun 2025)
Naoise Ó Cearúil: As I said, this is extremely positive news. It is great to see such a development. Indra Sistemas, which is carrying out the work, has done similar work previously in an international context. Are there any binding milestones built into the contract? The reason I ask is because there are four phases, which is excellent, and we can see clear steps to achieve the overarching aim, but the...

- Ceisteanna Eile - Other Questions: Public Transport (24 Jun 2025)
Naoise Ó Cearúil: We have seen the extension of contactless fare payments in cities such as London, Edinburgh, Barcelona and Milan, as well as in the Netherlands. I am looking for the expected timeline for the roll-out of contactless fare payments on all public transport.
- Nursing Homes and Care for Older Persons: Statements (Resumed) (24 Jun 2025)
Naoise Ó Cearúil: It is said a society should be judged on how it treats those who are most vulnerable. In this case, it is older people in our society. What we saw in the "RTÉ Investigates" programme was not care. It did not look like the dignity of older people had been looked after. We owe a debt of gratitude to "RTÉ Investigates" for shining a light on what happened in some settings and on...
- Joint Oireachtas Committee on Artificial Intelligence: Introduction to Artificial Intelligence: Discussion (Resumed) (24 Jun 2025)
Naoise Ó Cearúil: Apologies. I am meant to be in two places at the same time – I am in another committee now as well. My apologies as I will be in and out.
- Joint Oireachtas Committee on Artificial Intelligence: Introduction to Artificial Intelligence: Discussion (Resumed) (24 Jun 2025)
Naoise Ó Cearúil: Funny enough, it is coming up with Údarás na Gaeltachta in the Irish language committee. Much of the discourse, publicly and privately, is about what will happen with AI and what we can anticipate. What I think most people fail to acknowledge is that those impacts are being felt and seen here and now. We might not realise that. We talk about it with regard to education, with...
- Joint Oireachtas Committee on Artificial Intelligence: Introduction to Artificial Intelligence: Discussion (Resumed) (24 Jun 2025)
Naoise Ó Cearúil: To focus in on that, is Dr. Scanlon referring to the likes of the Data Protection Commission, a stand-alone regulator, or is she saying it should be spread among different entities and State agencies?
- Joint Oireachtas Committee on Artificial Intelligence: Introduction to Artificial Intelligence: Discussion (Resumed) (24 Jun 2025)
Naoise Ó Cearúil: Let us use data protection as an example. The GDPR was quite complex at the time. We all had many questions about it. The Data Protection Commissioner has done an excellent job in that regard. In looking at regulation, what I am trying to get at is whether that type of model, which would obviously have to be adjusted in light of how fast-moving the industry is, would work in Ireland.
- Joint Oireachtas Committee on Artificial Intelligence: Introduction to Artificial Intelligence: Discussion (Resumed) (24 Jun 2025)
Naoise Ó Cearúil: That is helpful. On a more general point, we have seen a polarisation in debates on AI. Dr. Scanlon mentioned that earlier and stated how it can be unhelpful in a way. How can we foster discourse in Ireland that is evidence based and that brings together industry, academia and competing demands? We have national concerns around energy and societal impacts. How do we have a conversation...
- Joint Oireachtas Committee on Artificial Intelligence: Introduction to Artificial Intelligence: Discussion (Resumed) (24 Jun 2025)
Naoise Ó Cearúil: I thank Dr. Scanlon.
- Joint Oireachtas Committee on Artificial Intelligence: Introduction to Artificial Intelligence: Discussion (Resumed) (24 Jun 2025)
Naoise Ó Cearúil: There is a little bit of fearmongering about the future. I use the word intentionally because we must deal with the here and now. We must regulate for the future, as well as the here and now, but AI is here. It is present. I have two questions specifically about digital literacy and education on AI. I will give two examples. One example is to take two hardware stores that are selling...
- Joint Oireachtas Committee on Artificial Intelligence: Introduction to Artificial Intelligence: Discussion (Resumed) (24 Jun 2025)
Naoise Ó Cearúil: I appreciate that. I know Ms Riordan is involved in CeADAR as well. We must take a more aggressive approach and impress upon SMEs the transformative impact of AI and how their competitors are running miles ahead of them. It is not just their small local competitors, it is the international conglomerates who are coming in and eating up the lunch of smaller Irish players.
