Public Accounts Committee: Business of Committee (25 Sep 2025)

Séamus McGrath: Just to clarify, the Comptroller and Auditor General does not audit these accounts but they come before us on a voluntary basis. Is that correct?

Séamus McGrath: That is fine. I thank Mr. McCarthy.

Public Accounts Committee: Financial Statements 2024: Houses of the Oireachtas Commission (25 Sep 2025)

Séamus McGrath: I thank the witnesses for being here. As a new TD, my experience here by and large is that the place is very well run. It is functioning well. Séamus McGrath: So it came from Members, from a cycling group within Parliament.

Public Accounts Committee: Financial Statements 2024: Houses of the Oireachtas Commission (25 Sep 2025)

Séamus McGrath: Okay, fair enough. When it was decided we would approach the OPW to commence a project like this, is there a cost-benefit analysis done? Is there an estimated costing? We cannot just decide to proceed with projects without some idea of what the cost would be. I am just trying to figure out what that process is before we give the green light to a project such as the bike shelter.

Public Accounts Committee: Financial Statements 2024: Houses of the Oireachtas Commission (25 Sep 2025)

Séamus McGrath: That in itself - I am not saying it is a commission issue, it is an OPW issue - raises alarm bells in terms of accountability and so on. Regarding future projects, are there other capital projects in the pipeline that we are engaging with the OPW on?

Séamus McGrath: Do we have an estimated cost of that?

Public Accounts Committee: Financial Statements 2024: Houses of the Oireachtas Commission (25 Sep 2025)

Séamus McGrath: That is absolutely necessary work, 100%, it is just the management of that project so that we do not see further cost over-runs and so on. Are the witnesses quite confident that the processes in place now are robust enough?
