Dara Calleary: Question 38: To ask the Minister for Justice and Equality the status of his negotiations with the Department of Public Expenditure and Reform in relation to the overrun on garda costs for the visits of Queen Elizabeth II and President Obama; the measures that have been proposed to make up that overrun; if he will guarantee that no services to the public will suffer as a result of this...

Expenditure Reviews (25 Oct 2011)

Dara Calleary: ...the Minister had with the Minister for Public Expenditure and Reform, Deputy Howlin, since then? Is he placing any specific demands on the Minister to make up the overspend from within existing Garda resources? In view of the benefit the visits had for the country, is he in a position to get an extra allocation from other Departments given the collective gain for the country?

Expenditure Reviews (25 Oct 2011)

Dara Calleary: I am supportive of the Minister in his efforts with the Minister for Public Expenditure and Reform but Garda Síochána directive 109/11, which was issued to stations in the past few weeks, will considerably reduce the amount of Garda overtime involved in serving District and Circuit Courts and may have the impact of delaying cases because of the reduction in that overtime. Is that an...

[31364/11]

Public Service Pensions (Single Scheme) and Remuneration Bill 2011: Second Stage (Resumed) (19 Oct 2011)

Dara Calleary: ...such people have left, even though they have many years to give. Moreover, they have taken with them much experience and many contacts which the State could do with. This is very apparent in the Garda Síochána, among teachers and nurses and right across the public service. However, because this deadline has been placed on people and because of the manner in which pensions are measured...

Defence Forces Strength (21 Sep 2011)

Dara Calleary: ...CS4 regulation, surely it is difficult to finalise the re-organisation of the Defence Forces without having any knowledge of what the numbers will be in February next. In the manner in which the Garda Commissioner has gone about preparing some work that we discussed yesterday, is there not a structure within the Defence Forces that can identify what the overall position of those 9,500...

Dara Calleary: Question 53: To ask the Minister for Justice and Equality his views on proposals prepared by the Garda Commissioner in relation to the potential retirement of 1,200 gardaí before February 2012; the discussions he has had with the Garda Commissioner in relation to redeployment of gardaí to stations that have been identified in this report as potentially losing currently serving gardaí;...

Garda Strength (20 Sep 2011)

Dara Calleary: I thank the Minister for his reply. I accept that it was a decision of the previous Government to agree to the reduction of the targets but that was done on the basis of record investment in Garda numbers by that Government over a long number of years, and that was the reason there are 14,100 today. During the 1980s when the Minister for Finance, Deputy Noonan, was Minister for Justice, and...

Garda Strength (20 Sep 2011)

Dara Calleary: At the end of November the Minister will be in a position to know the full numbers of gardaí retiring by the end of February. When does he envisage the Commissioner will be in a position to advise on potential closures or the reorganisation of the force? Will it be in the new year or before then?

Legal Aid Service (20 Sep 2011)

Dara Calleary: The Minister keeps throwing out those little grenades. He had no difficulty in finding €30 million in his Department for the Garda overtime for the visits of the Queen and President Obama, and we have yet to see from where he found it. If he wants to look for money, he is able to find it.

Prison Inspection Reports (20 Sep 2011)

Dara Calleary: I endorse the Minister's remarks about Judge Reilly. Has the Minister performed a similar exercise with the Prison Service, as is under way with the Garda Commissioner, with regard to impending retirements? What will be the likely impact of those retirements on the service or on the Minister's plans for it?

Crime Prevention (20 Sep 2011)

Dara Calleary: I agree with the Minister on the Garda drug find. Considerable work is being done in this regard at local level. I welcome, in particular, the use of asset profiling. Is the Minister satisfied that legislation to assist the Garda in following up on this type of work is sufficiently strong and favours the Garda rather than those who are being profiled?

An Bille um an Tríochadú Leasú ar an mBunreacht (Fiosruithe Thithe an Oireachtais) 2011 — An Dara Céim / Thirtieth Amendment of the Constitution (Houses of the Oireachtas Inquiries) Bill 2011 — Second Stage (15 Sep 2011)

Dara Calleary: ...have the right to investigate any issue. Those rights are quasi-judicial. They will have a right to enter someone's home, although they will have to obtain a District Court warrant and have a Garda with them. I welcome the fact that there can be no excuse for people not co-operate with an inquiry, but we must ensure a mechanism is in place so that somebody oversees the investigators....

Commission of Investigation Report in the Catholic Diocese of Cloyne: Motion (20 Jul 2011)

Dara Calleary: .... The report covers how abuse allegations were handled between 1996 and 2009. It explicitly states: The greatest failure by the Diocese of Cloyne was its failure to report all complaints to the Gardaí. Between 1996 and 2005, there were 15 complaints which very clearly should have been reported by the diocese to the Gardaí...Of these 15, nine were not reported. This was only 15 years...
