- Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)
Annie Hoey: Will Ms McMahon confirm she wants the Garda to have seizure powers to be able to enforce the legislation?
- Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)
Annie Hoey: Ms Mulkerrins is absolutely right that the chilling effect of such material appearing online is huge. As I said, we do not necessarily see the same swath of stuff online that may be uploaded in the US, for example, but that does not mean it cannot happen here. We have all seen the footage online of escorts and all sorts of things happening, with people having to help women into facilities...
- Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)
Annie Hoey: Following on from that, there obviously will be a bedding-in period during which the Garda gets the hang of this and the public gets an understanding of what it all means. I presume there will be some latitude arising from the fact this is a new law being introduced. I am speculating here because I am not sure that is how it works. People might claim they are not aware of the law. I...
- Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)
Annie Hoey: Yes. I am not assuming that gardaí will just let people off with committing an offence under this proposed legislation.
- Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)
Annie Hoey: Ms McMahon has outlined the four E's. We have talked about polling stations. I do not know at what point I became aware that certain behaviour is restricted. Like many others, I would like to be relatively close to a polling station on certain days. We just know how to behave and someone says it. This is a particularly heightened topic and there is a lot of media coverage on it. It...
- Joint Oireachtas Committee on Health: General Scheme of the Health (Termination of Pregnancy Services (Safe Access Zones)) Bill 2022: An Garda Síochána (9 Nov 2022)
Annie Hoey: That is really helpful. There are concerns about warnings being given and how they might be carried forward. The witnesses mentioned the possibility of a fresh warning in respect of each safe access zone possibly being more effective from a policing perspective, if I have interpreted correctly what was said. Is there an example of any other place in law where there is such a provision or...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: European Media Freedom Act: Discussion (9 Nov 2022)
Annie Hoey: This is fairly hefty legislation. I am not afraid to say that I struggled to parse it and I found it very hard to work my way through it. The phrase, all-singing, all dancing, was applied to the commission. If it was to be structured differently, as opposed to this all-singing, all-dancing, monolithic structure, how would it look?. Is there an international example of how it is better?
- Joint Committee on Tourism, Culture, Arts, Sport And Media: European Media Freedom Act: Discussion (9 Nov 2022)
Annie Hoey: When Dr. Flynn says it like that, it does seem somewhat overarching and a little too all-encompassing. It seems that there is a great possibility for the conflict of interest to arise. When Dr. Flynn lays it out like that it seems like a silly proposal to be funding-----
- Joint Committee on Tourism, Culture, Arts, Sport And Media: European Media Freedom Act: Discussion (9 Nov 2022)
Annie Hoey: It seems to be an immensely powerful body. Dr. Flynn has said that there is not an international example of it being done in this way.
- Joint Committee on Tourism, Culture, Arts, Sport And Media: European Media Freedom Act: Discussion (9 Nov 2022)
Annie Hoey: I am not saying that there are sliding scales of conflict but that would seem to me to be almost an extreme example of conflict, where the body would be adjudicating something and funding it. At least at a minimum, those should be separated out. However, I feel based on what Dr. Flynn has said there is an opportunity for a lot more dispersing.
- Seanad: An tOrd Gnó - Order of Business (8 Nov 2022)
Annie Hoey: I ask Senators to please forgive me because I must leave this session a little early. I apologise to the Leas-Cathaoirleach and the Deputy Leader. I am sure that we all saw the chaos generated by the Twitter layoffs at the weekend. Twitter laid off people, potentially unlawfully. The situation is still somewhat unclear, with employees in the Dublin office being let know of their...
- Seanad: An tOrd Gnó - Order of Business (26 Oct 2022)
Annie Hoey: I want to raise two arguably differing topics, if the House will indulge me. First, I welcome the announcement by the Minister, Deputy Harris, to review postgraduate supports. This is incredibly important and something I have been campaigning on for a very long time. Only in the past few weeks, I met with the postgraduate workers union, which is doing very important work on representation...
- Seanad: Consumer Rights Bill: Report and Final Stages (26 Oct 2022)
Annie Hoey: Before we commence, I remind everyone that a Senator may speak only once on Report Stage, except the proposer of an amendment, who may reply to the discussion on the amendment. Each non-Government amendment must be seconded. Amendments Nos. 1 to 4, inclusive, are related and may be discussed together by agreement. Is that agreed? Agreed.
- Seanad: Judicial Appointments Commission Bill 2022: Committee Stage (Resumed) (26 Oct 2022)
Annie Hoey: I move amendment No. 20: In page 13, to delete line 18 and substitute the following: “(a) commerce, finance, administration, public service, civil society or trade unions,”. I am speaking on behalf of Senators Higgins and Ruane, neither of whom can be here today. I have been tasked with their job. I understand the argument that things need to be kept broad and that...
