Mark Daly: As I did the last time the Minister was in the House, I commend him. I know this represents a lifetime's work and it is very rare that a politician gets to see his lifetime's work fulfilled. I know this legislation in only part of that but it is a very significant part. It is a proud day for the Minister and his colleagues.
