- Ceisteanna Eile - Other Questions: Housing Provision (9 Mar 2023)
Ruairí Ó Murchú: 86. To ask the Minister for Housing, Planning, and Local Government if he will consider local authorities’ definition of "adequately housed" whereby grown adults still living in their parents’ home are deemed to be "adequately housed" and not included on the social housing list, and, while meeting income limits and other criteria, are forced into the private rented sector to get...
- Ceisteanna Eile - Other Questions: Housing Provision (9 Mar 2023)
Ruairí Ó Murchú: Will the Minister of State consider local authorities' definition of "adequately housed", where grown adults are living in their parents' home or another house, are deemed to be adequately housed and, on that basis, are not then included on the social housing list? They meet the other criteria like income thresholds and such. In some cases they feel they are forced into seeking private...
- Ceisteanna Eile - Other Questions: Housing Provision (9 Mar 2023)
Ruairí Ó Murchú: I will come back on that because there are a huge number of people who find that, if they are living in their parents' home, they will be told they are adequately housed. If someone is in a situation of technical overcrowding or whatever, he or she will then be eligible to get on the housing list. This is something that needs to be looked at because the problem is people are being forced...
- Ceisteanna Eile - Other Questions: Housing Provision (9 Mar 2023)
Ruairí Ó Murchú: I request that some clarity and a directive be given out on this basis because we have a particular problem at this time and it is reducing supply. We all know the issues that exist and that they will get worse. We are already dealing with people who are in absolute fear of evictions. We have had the removal of the eviction ban and I cannot imagine how I, my office and some of our...
- Ceisteanna Eile - Other Questions: Agriculture Supports (9 Mar 2023)
Ruairí Ó Murchú: That is all very positive. The best thing I can do in relation to this is to look for a written submission on where they believe further streamlining can be done. I would like to think the Minister of State, Deputy Heydon, the senior Minister and the Department would be willing to look at this, where it is possible. That is accepting there are people who have huge issues around some of the...
- Ceisteanna Eile - Other Questions: Agriculture Supports (9 Mar 2023)
Ruairí Ó Murchú: 15. To ask the Minister for Agriculture, Food and the Marine if his Department is working on any plans to streamline form-filling for farmers on family farms as multiple State and EU agencies often ask for the same information many times each year; if GDPR is an issue in this regard; and if he will make a statement on the matter. [11470/23]
- Ceisteanna Eile - Other Questions: Agriculture Supports (9 Mar 2023)
Ruairí Ó Murchú: Is the Minister of State's Department working on any means to streamline form-filling and beyond that, the interactions between farmers and those many agencies? We all get the necessity regarding whether it is an application for schemes or to deal with regulations and all the rest of it. There may be issues regarding general data protection regulation, GDPR. At a recent meeting, however,...
- Ceisteanna Eile - Other Questions: Agriculture Supports (9 Mar 2023)
Ruairí Ó Murchú: I imagined the Minister of State was going to bring in his own personal experience. I imagine he has heard this multiple times from farmers. I know there will be some people who will have an issue with digital services. When we talk about the IFA and active farmers, one of the difficulties is obviously the age profile. A significant amount of them are older. Now, many have gotten to...
- Ceisteanna Eile - Other Questions: Agriculture Supports (9 Mar 2023)
Ruairí Ó Murchú: No, it is about land usage. I would appreciate if the Minister of State could go into that.

Ruairí Ó Murchú: 32. To ask the Minister for Agriculture, Food and the Marine if an alternative to diquat for desiccating potatoes is being recommended for potato farmers in the State; and if he will make a statement on the matter. [11469/23]
- Written Answers — Department of Housing, Planning, and Local Government: Housing Schemes (9 Mar 2023)
Ruairí Ó Murchú: 125. To ask the Minister for Housing, Planning, and Local Government if there is guidance on the proof of income documents that are acceptable for social housing applicants who are employed in the North; if this guidance can be printed on local authorities’ social housing applications; and if he will make a statement on the matter. [11318/23]
- Ceisteanna - Questions: Economic Policy (8 Mar 2023)
Ruairí Ó Murchú: 11. To ask the Taoiseach if he will report on the Government's response to Ireland's Competitiveness Challenge 2022. [11252/23]
- Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Seachtain na Gaeilge: Cruinniú leis na Scoileanna (8 Mar 2023)
Ruairí Ó Murchú: Caithfidh mé fágáil. Bhí eagla orm caint ach d’éist mé leis na finnéithe uilig. Bhí siad an-mhaith. Gabhaim buíochas leo go léir. Tá sé uilig ráite. Tá a fhios againn go bhfuil réitithe de dhíth. Níl an córas ag obair. Tá córas uile-Éireann agus seirbhís...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Motor Insurance and Uninsured Drivers: Motor Insurers' Bureau of Ireland (8 Mar 2023)
Ruairí Ó Murchú: I will start with the accidents that the MIBI covers. There is a difference between an uninsured vehicle and an uninsured person. If someone steals a car that was insured under someone else's name and is involved in an accident, does that fall under the MIBI's remit?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Motor Insurance and Uninsured Drivers: Motor Insurers' Bureau of Ireland (8 Mar 2023)
Ruairí Ó Murchú: Even if it is stolen.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Motor Insurance and Uninsured Drivers: Motor Insurers' Bureau of Ireland (8 Mar 2023)
Ruairí Ó Murchú: Apologies, as I know the witnesses addressed this matter with Deputy Crowe, but what about accidents that involve e-scooters and e-bikes where there is no insurance? The proposal is that there would not be insurance.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Motor Insurance and Uninsured Drivers: Motor Insurers' Bureau of Ireland (8 Mar 2023)
Ruairí Ó Murchú: I suppose the MIBI's request in respect of the Bill has to do with these vehicles being faster and better. I will add my voice to those of my colleagues. The MIBI has made a proposal relating to the British solution, for want of a better term, in that the car needs to be insured unless there are particular circumstances.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Motor Insurance and Uninsured Drivers: Motor Insurers' Bureau of Ireland (8 Mar 2023)
Ruairí Ó Murchú: That is a given. Mr. Fitzgerald pointed out that enforcement would be much easier if the database was completed and everyone had access to it. We all acknowledge that. I assumed there would be a caveat to the figures the witnesses provided, but Mr. Fitzgerald is saying that the MIBI may have underestimated the number, has now done a great deal of due diligence to ensure it does not...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Motor Insurance and Uninsured Drivers: Motor Insurers' Bureau of Ireland (8 Mar 2023)
Ruairí Ó Murchú: The percentage of uninsured vehicles is increasing every year.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Motor Insurance and Uninsured Drivers: Motor Insurers' Bureau of Ireland (8 Mar 2023)
Ruairí Ó Murchú: Yes. The figure is getting worse. The witnesses have already been asked a number of questions beyond the MIBI's remit, but we are all aware of the personal injury guidelines and the PIAB. Those changes should probably have been made much sooner. Regarding insurance in general, we are on the correct trajectory, but we should have reached this point earlier and there are still more moves to...
