Pearse Doherty: On a point of order, the Bill I am asking about is not the fiscal responsibility Bill but the Bill that will give effect to the fiscal compact treaty. It is separate legislation. It is on the treaty on stability, co-ordination and governance - that is what it is called - it is the fiscal compact Bill not the fiscal responsibility Bill.
