Michael McNamara: I will ask a couple of questions before I bring in Deputy Shortall. I have looked at the plan for living with Covid-19. While it sets out various factors that will be looked at in determining the appropriate level for an area or county, there are no concrete criteria in terms of cases, incidence per 100,000 deaths or anything of that nature. Surely some more objective criteria could be used.

The public needs to know that the measures within the plan are objective and based on science, and that the level a particular county is at is not determined by whether there is a Cabinet Minister from that county.
