Joint Standing Committee on the Irish Language, the Gaeltacht and the Islands: Pobal Gaeilge i mBaile Munna: Plé (2 Jul 2019)

Joe O'Reilly: Déanaim comhghairdeas leis an gcoiste. Is iontach an scéal é. Mar a dúirt an Cathaoirleach níos luaithe, tá sé an-dearfach i gcomparáid lena lán scéalta a chloistear anseo. Tá sé iontach. Déanaim comhghairdeas arís. Is cosúil go bhfuil na finnéithe ag tabhairt ceannaireacht mhaith don phobal go léir agus...

Joint Standing Committee on the Irish Language, the Gaeltacht and the Islands: Pobal Gaeilge i mBaile Munna: Plé (2 Jul 2019)

Joe O'Reilly: Sílim go bhfuil sé an-spéisiúil go bhfuil ceangal idir gluaiseacht agus borradh na Gaeilge agus féinmhuinín i measc daoine a mbíonn cineál brú orthu.

Joint Standing Committee on the Irish Language, the Gaeltacht and the Islands: Pobal Gaeilge i mBaile Munna: Plé (2 Jul 2019)

Joe O'Reilly: Sílim go bhfuil sé iontach spéisiúil. Is rud faoi leith é. Níor chuala mé féin é sin riamh, ach tá an-chiall ag baint leis. Mar iarmhúinteoir, tuigim é agus is dóigh liom go bhfuil sé an-spéisiúil. Tréaslaím leis na finnéithe agus molaim iad as an obair iontach atá ar bun acu. Tá...

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: I welcome the witnesses and thank them for the briefing document they provided. In the document and their presentations, they put considerable focus on ownership of the network, which is reasonable. In their extensive submission they refer to schools and road projects and use them as a kind of benchmark. In their analysis, did they apply the same assumptions to the fibre broadband network...

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: I will repeat them if that is necessary. With the permission of the Chair, I will finish asking my questions. If the Chair would prefer, I will ask them one by one. I was assuming that the witnesses have a high level of capacity.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: Have they considered the success or otherwise of the gap funded model used for broadband in the UK and Scotland? Have they looked at how that model worked there? That would be a valid comparative study. In fact, it would be the most valid comparison. A previous witness told the committee that in the UK, BT initially assessed a 20% take-up in the early years of the service, but the actual...

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: With respect, this is the nub of my question. As a layperson, I humbly suggest that it is not a valid comparison by virtue of the longevity of a school or hospital and the nature of their capacity to go on-----

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: -----and the product over time.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: Please.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: With respect, will Professor Reeves come to what that would be?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: Professor Reeves might come to the subset questions as to the value of the fibre at the end of the process in net terms.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: On balance, though, would it not be circa 25 to 35 years? There are very few suggesting it would have any value afterwards. Is there any technical suggestion that it would have any value after that?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: What will be the net value to the State after 25 or 30 years?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: I know, but-----

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: Does it not become obsolete if we get new technology? What I am trying to ask is if there is any real value.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: What about the effect of winter weather on the fibre?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: We are back to the 25 years. What I am trying to nail is the populist argument that the State is foregoing some big asset and that it is recklessly letting of something that is valuable. The truth is that after the span and for the subsequent ten years to reach the 35 years, there is nothing in it for the State other than hopefully a clawback from a better take-up than we anticipate.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: Perhaps Dr. Palcic can take my question and then we will take the variation.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: No, but there is nothing to suggest it will be a very valuable asset either.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (19 Jun 2019)

Joe O'Reilly: It is speculative. I could win the prize bonds, too. It is speculative, basically.
