Seán Fleming: There was a very narrow focus as a result of that particular programme, which did highlight great issues. I am just saying that the issue is much broader than that narrow area of focus. It is about all dogs.

Seán Fleming: He might start with that, although it is only one little bit of the matrix. There has been a licensing system in place for quite some time. Thousands of dogs are put down by dog wardens every year.

I am making the point that if a dog warden comes across dogs that are being a nuisance, that are not microchipped and whose owner cannot be identified, a very high proportion of them will not be rehomed, to put it gently.
