- Written Answers — Department of Health: Palliative Care Facilities (10 Jul 2018)
Jim Daly: At present, St. Christopher’s Hospice provides three palliative care support beds as well as residential care for 10 local people with profound disabilities. However, because of increased demand and an expansion of services provided the local specialist palliative care team, there is a need to provide for a dedicated specialist palliative care unit in Cavan. An options appraisal...
- Written Answers — Department of Health: Nursing Homes Support Scheme Review (10 Jul 2018)
Jim Daly: A review of the Nursing Homes Support Scheme (NHSS) was published in July 2015. Arising out of the review, a recommendation was made to examine the treatment of business and farm assets for the purposes of the financial assessment element of the scheme. The Programme for a Partnership Government also committed to reviewing the NHSS to remove any discrimination against small businesses and...

- Written Answers — Department of Health: Nursing Homes Support Scheme Review (10 Jul 2018)
Jim Daly: I propose to take Questions Nos. 679 and 680 together. The Nursing Homes Support Scheme (NHSS), commonly referred to as Fair Deal, is a system of financial support for people who require long-term residential care. Participants contribute to the cost of their care according to their means while the State pays the balance of the cost. The scheme aims to ensure that long-term nursing home...

Jim Daly: My colleague, the Minister for Business, Enterprise and Innovation recognises the fact that there are pressures in the labour market and has asked her Department to review the policies underpinning the current employment permits system. The report of the review group is due shortly. Following on from this Report, it is expected that a review of the ineligible and eligible list of...

- Topical Issue Debate: Emergency Departments Services (5 Jul 2018)
Jim Daly: I thank the Deputy for raising this issue. I am aware that nursing staff working in University Hospital Kerry emergency department engaged in a lunchtime protest on Monday. I understand that this was to highlight their concerns about overcrowding in the emergency department and its impact on patient care. I want to assure these staff that the Government is fully aware of the difficulties...
- Topical Issue Debate: Emergency Departments Services (5 Jul 2018)
Jim Daly: I appreciate what Deputy Ferris is saying and the support he is showing to the situation there. I take no issue with that or indeed with what happened. It is just disappointing all round that we end up in a situation where it has to come to that and we cannot get agreement and get everybody playing their part. Everybody has a part to play in this. If I may make an academic, broader...
- Topical Issue Debate: Mental Health Services Provision (5 Jul 2018)
Jim Daly: I thank the Deputies. Deputy Murphy stated he did not trust the clinical review. Unfortunately, it is not in my gift to override a clinician's decision. We have to accept the word of the medical authority who makes the decision on this matter. However, to assuage any fears people may have I requested the HSE to ask the College of Psychiatrists of Ireland to do an independent review of the...
- Topical Issue Debate: Mental Health Services Provision (5 Jul 2018)
Jim Daly: I thank Deputies Eugene Murphy and Mary Butler for the opportunity to provide some clarity, background and context on this issue. I wish to highlight that this Topical Issue refers to the announced closure by the Government and the HSE of the Rosalie unit. I can state with complete authority on behalf of the Government that no closure of Roasalie has been announced by the Government or the...

- Questions on Promised Legislation (4 Jul 2018)
Jim Daly: As the Deputy is aware-----
- Questions on Promised Legislation (4 Jul 2018)
Jim Daly: May I correct the record? It is not the closing of the unit that is at issue, but the welfare of the remaining 12 residents. As the Deputy and his colleagues are aware, a clinical assessment of the best and most appropriate setting for the care of these 12 residents has been carried out.
- Questions on Promised Legislation (4 Jul 2018)
Jim Daly: That assessment was independent of the HSE and me and will be independently evaluated by the College of Psychiatry in Ireland. If the assessment finds that the best place for these residents is not in Rosalie but in another unit, no politician - not the Taoiseach nor I as Minister of State - can override the clinical direction set by clinicians. We must respect it. I cannot allow these 12...
