Caoimhghín Ó Caoláin: I am advised that the Government opposition rule still applies, so in regard to a voice vote the Chairman is in the uncomfortable position where, despite his good hearing, he will declare that the amendment is lost. Caoimhghín Ó Caoláin: The Chair is not taking the Minister's side at all. I am performing my role as Chair. I would have voted with Deputy Wallace, it is as simple as that. The ball is back at the Deputy's foot in regard to Report Stage. He can re-table the amendment.
