Written Answers — Department of Health: Disability Services (21 Feb 2023)

Anne Rabbitte: The implementation of the Progressing Disability Services for Children & Young People (PDS) programme is agreed Government and HSE policy and seeks to address the previous inequity in service provision whereby there may have been an excellent service for some children and little or no service for others. However, it has been acknowledged that the transition to policy-based...

Saincheisteanna Tráthúla - Topical Issue Debate: Hospital Services (16 Feb 2023)

Anne Rabbitte: I thank the Deputy for raising this issue and allowing me the opportunity to update the House on the plans to develop a 60-bed residential care centre at St. Patrick's Hospital, Cashel. In early 2016, a capital programme for older persons residential centres was developed in response to the introduction of HIQA's national residential care standards for older people and the requirement that...

Saincheisteanna Tráthúla - Topical Issue Debate: Hospital Services (16 Feb 2023)

Anne Rabbitte: I am not one to defend the HSE but it has said that it got this wrong and apologised for that. Let us not go into conspiracy theories.

Saincheisteanna Tráthúla - Topical Issue Debate: Hospital Services (16 Feb 2023)

Anne Rabbitte: The HSE answered a parliamentary question incorrectly. It rectified that answer today. I am now answering the Deputy's question so that he can tell his constituents that the design of a 60-bed unit is under review. That is important.

Saincheisteanna Tráthúla - Topical Issue Debate: Hospital Services (16 Feb 2023)

Anne Rabbitte: I will read the closing statement because I am only the pigeon in the middle. Is that all right?

Saincheisteanna Tráthúla - Topical Issue Debate: Hospital Services (16 Feb 2023)

Work under the capital programme is progressing across the country to replace, upgrade and refurbish our current stock of community nursing units in response to the introduction of HIQA's national residential care standards for older people. The HSE is committed to the development of a new community nursing unit for Cashel. Provision has...

Saincheisteanna Tráthúla - Topical Issue Debate: Medical Cards (16 Feb 2023)

Anne Rabbitte: I thank the Deputy for raising this important issue, which I am taking on behalf of the Minister for Children, Equality, Disability, Integration and Youth, Deputy O'Gorman. He sends his apologies but he had to attend a meeting. I thank the Deputy for raising this important health benefit for discussion. The Mother and Baby Institutions Payment Scheme Bill will provide financial payments...

Saincheisteanna Tráthúla - Topical Issue Debate: Medical Cards (16 Feb 2023)

Anne Rabbitte: I again thank the Deputy for raising this matter. I want to clarify one point. I said earlier, "While acknowledging the challenge that healthcare costs can vary significantly across different individuals and different jurisdictions, a payment of €3,000 would represent a practical measure of acknowledgment for those who are living overseas and choose not to avail of the enhanced...

Saincheisteanna Tráthúla - Topical Issue Debate: Medical Cards (16 Feb 2023)

Anne Rabbitte: The assessment is covered. Exactly as the Deputy said, if a prioritisation needs to be expedited, everybody will work to ensure that happens.

Ceisteanna - Questions: Disability Services (16 Feb 2023)

Anne Rabbitte: I will start with the final question and work my way back. Deputy Ó Murchú referred to a ping-pong game. The HSE has a national access policy, NAP, which promotes an integrated approach between primary care, disability and mental health. It might not be done fairly or equally across all CHOs but there are some very good CHOs that are practising that model. In response to...

Ceisteanna - Questions: Disability Services (16 Feb 2023)

Anne Rabbitte: I thank the Deputy for raising this two-pronged question this morning. Hopefully, on 1 March, I will be transferred. However, we have had a number of dates in the past so if the Deputy is writing it down I would write it in pencil. I hope it will happen on 1 March. That is a piece of work that is going on at the moment. Regarding the disability capacity review action plan...

Ceisteanna - Questions: Disability Services (16 Feb 2023)

Anne Rabbitte: The colour of the Government's money has already been shown in the previous budgets. While the disability capacity action plan has not been published, funding has been put in place. The years 2020, 2021 and 2022 saw significant investment in disability. What has been put into disability for the last two years is actually record-breaking and we have addressed the issues the Deputy raised,...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Staff (16 Feb 2023)

Anne Rabbitte: I thank the Senator for raising this matter, which I am taking on behalf of the Minister for Health, Deputy Stephen Donnelly. I will stick to the script. First, I acknowledge the hard work and commitment of all the staff in Bantry General Hospital. The hospital serves a unique, large, rural geographical area, from the peninsulas in the south west, to Clonakilty and Timoleague in the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Staff (16 Feb 2023)

Anne Rabbitte: I would like to reiterate that the Government, along with the Department of Health is committed to addressing workforce challenges across the health services to meet the growing needs of the population. We also need to make sure that sustainability model is in place when we look at rural areas. Since the beginning of the Covid pandemic, this Government has overseen the largest ever...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Medical Cards (16 Feb 2023)

Anne Rabbitte: I thank the Senator for raising this Commencement matter, which I am taking on behalf of the Minister, Deputy Donnelly, whose script I will read. If I have time I will also give my own opinion, which I would like to on this one. Person-centred care is an existing core value of the health service, where everyone living in Ireland and considered by the HSE to be ordinarily resident here is...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Medical Cards (16 Feb 2023)

Anne Rabbitte: I did emphasise the word "may" and the reason I did so is that I have yet to see the word come into operation myself. The HSE also uses the word "discretion". I have yet to see the word in operation. When it comes to medical cards, they are two words that are held in the dictionary but not in operational circumstances. There should be a review for the self-employed within the medical card...
