Regulatory Bodies (17 Nov 2011)

Brian Hayes: I thank the Deputy for his constructive suggestions about keeping this matter under review. I have been informed by the Minister for Finance and the Government generally that this matter is being kept under constant review. Many Deputies, including Deputy McCarthy's colleague, Deputy Costello, have rightly put on the record of this House the necessity to have greater parliamentary...

Payments to Bondholders (17 Nov 2011)

Brian Hayes: I wish to state clearly that there is nothing to suggest from yesterday's meeting between the Taoiseach and Chancellor Merkel, or from any statement or utterance made by Chancellor Merkel, that she is unreceptive to the plight of Europe's smaller nations. She, along with the European Heads of State, is working to resolve the crisis in the eurozone. I would draw a distinction between Anglo...

Payments to Bondholders (17 Nov 2011)

Brian Hayes: The best way to ensure some security for the most marginalised in this society is if we can meet the bills of our social protection system. If one forgets all about the bank debt and Anglo Irish Bank for a moment, the fundamental issue is that, every month, there is a €1.3 billion deficit between what we spend and what we take in.

Payments to Bondholders (17 Nov 2011)

Brian Hayes: The only way we can resolve that issue is if we get our public finances into a sustainable position. The way to do that and to get through these difficult years is to work with those international partners who are providing €85 billion so that we can get through this difficult period because we are not in the markets. The ECB is keeping the Irish bank afloat to the tune of €110 billion....

Written Answers — Noxious Weeds: Noxious Weeds (17 Nov 2011)

Brian Hayes: The occurrence of Ragwort is an issue countrywide. The Phoenix Park at over 1700 acres can never be kept completely free of this plant which is endemic to all parts of Ireland and no comparable area is ragwort free. However, the Phoenix Park has an active programme of treatment in place for a number of years which involves the physical removal of ragwort by hand, the application of an organic...

Written Answers — Local Loans Fund: Local Loans Fund (17 Nov 2011)

Brian Hayes: The Local Loans Fund, of which the Small Dwelling Act forms part, raised its finance from general Exchequer borrowings in 1984 and was not sourced on the open markets. Any reduction in the interest rate on repayments from Local Authorities to the Local Loans Fund would bear a cost to the Exchequer.

A decision on this application will be made shortly.

Seanad: Planning Regulations (16 Nov 2011)

Brian Hayes: I thank Senator Harte for raising this matter, which is very important in his part of the country and Letterkenny in County Donegal in particular. It is important to the affected residents. A development which has not been completed in accordance with the planning permission is unauthorised development and may be subject to planning enforcement. These provisions apply to all residential...

Seanad: Planning Regulations (16 Nov 2011)

Brian Hayes: As I am not aware of the particulars of the case, I am slow to make a judgment on it. In the first instance, one would have to see a report from Donegal County Council to see where the matter stands in respect of unauthorised development. I will ask the Department of the Environment, Community and Local Government to revert to the Senator to see whether the question can be answered. I am...

Seanad: Flood Relief (16 Nov 2011)

Brian Hayes: I thank the Senator for giving me the opportunity to address this issue in the House; it is one for which I have responsibility, unlike the others to which I have responded. I am well aware of the hardship endured by the residents of Drumconrath on 24 October and the losses suffered as a result of the flooding of four houses and a community centre in the village. I take the opportunity to...

Seanad: Flood Relief (16 Nov 2011)

Brian Hayes: My understanding is that support is there for people in the first instance if it is needed for specific issues. In my constituency I know of cases where specific equipment was needed quickly and the relieving officers were able to provide it quickly. The humanitarian assistance scheme is intended for people who have no insurance, or did not pay their insurance premiums. My understanding is...

Seanad: Garda Stations (16 Nov 2011)

Brian Hayes: On behalf of the Minister for Justice and Equality, I apologise to Senator O'Brien for the fact that the Minister is not here to take this issue, in which the Senator has an enormous interest. I thank him for raising it. As with every other public sector organisation, the Garda Síochána will have to manage with reduced resources. The House will also be aware that, under plans agreed by...

Seanad: Garda Stations (16 Nov 2011)

Brian Hayes: Unfortunately, I cannot confirm when that will occur. My understanding is that the policing model for 2012 which will include all the information the Senator seeks will be announced shortly. I will ask the Minister's office to revert to the Senator on what "shortly" means. I appreciate the point made that we need some assurance on this. People need to know where they are going. The Garda...

Order of Business (16 Nov 2011)

Brian Hayes: Thank you, Deputy.

Written Answers — Flood Relief: Flood Relief (15 Nov 2011)

Brian Hayes: The Office of Public Works has no maintenance responsibility for the channel in question. It is open to Kerry County Council, as the relevant local authority in this instance, to submit a funding application to this Office under the Minor Flood Mitigation Works Scheme to undertake the required cleaning works. Any application received will be considered having regard to the scheme...
