The objective of the Medical Cannabis Access Programme (MCAP) is to allow access to products containing a substance controlled under the Misuse of Drugs framework. Pure CBD (containing no THC, a controlled substance) does not fall within the framework, and is therefore not eligible for inclusion in the MCAP.
