Cian O'Callaghan: Deputy McAuliffe touched on the point that some of the local authorities seem to be reluctant to do this. The Minister is almost touching on it by saying we need to encourage local authorities to do it. I think we are all agreed that there needs to be more involvement by local authorities in this.
