Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: The Economic and Social Benefits of the Belfast-Good Friday Agreement: IBEC (9 Feb 2023)

Rose Conway-Walsh: I am joking.

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: The Economic and Social Benefits of the Belfast-Good Friday Agreement: IBEC (9 Feb 2023)

Rose Conway-Walsh: I thank the Chair and thank Mr. O'Brien, Ms Gallagher and Mr. D'Arcy for being here. We welcome the opportunity to discuss the report. I was delighted to be at the launch. It is really timely, significant and we can work with it here. I have gone through it several times and considered what it might mean for us. I thank IBEC for this progressive initiative. The importance of the report...

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: The Economic and Social Benefits of the Belfast-Good Friday Agreement: IBEC (9 Feb 2023)

Rose Conway-Walsh: On that, it is an ongoing discussion here and we have expressions of interest. Does Mr. O'Brien think it is crucially important to have a veterinary school, wherever it is, that would cater for the needs of all the island, and not just those of this State? Then there would not need to be conversion courses and everything after that, because we get it right from the beginning.

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: The Economic and Social Benefits of the Belfast-Good Friday Agreement: IBEC (9 Feb 2023)

Rose Conway-Walsh: Is it the case that we should all-island proof all our policies and actions? When it comes to setting up a veterinary school or whatever else, Departments and others need to be considering that on the basis of whether that suits our all-island policy.

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: The Economic and Social Benefits of the Belfast-Good Friday Agreement: IBEC (9 Feb 2023)

Rose Conway-Walsh: I am interested in moving on to the question on the framework, just in terms of elaborating on-----

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: The Economic and Social Benefits of the Belfast-Good Friday Agreement: IBEC (9 Feb 2023)

Rose Conway-Walsh: I thank Mr. O’Brien.

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: The Economic and Social Benefits of the Belfast-Good Friday Agreement: IBEC (9 Feb 2023)

Rose Conway-Walsh: I acknowledge IBEC funding the macroeconomic model, which will be a game changer. I also acknowledge the work being done by the ESRI. I cannot wait for the first lot of that work to come out because we will then be able to measure things properly and target things in a way that we have never done before. I appreciate the clarification because I did think that the work was being funded by...

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: The Economic and Social Benefits of the Belfast-Good Friday Agreement: IBEC (9 Feb 2023)

Rose Conway-Walsh: I would like to make a proposal on the back of that, that when the first report of the macroeconomic model is published that the committee invites IBEC and the ESRI in for a joint session to discuss the results and findings of that. It would be very relevant.

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: The Economic and Social Benefits of the Belfast-Good Friday Agreement: IBEC (9 Feb 2023)

Rose Conway-Walsh: They can answer the questions.

Mortgage Interest Relief Scheme: Motion [Private Members] (8 Feb 2023)

Rose Conway-Walsh: I cannot speak as fast as my colleague. The Minister knows the Government cannot stand by. I listened to him from my office when he spoke about the interaction he has with the banks and the Central Bank and what is being done. The Government cannot stand by as people are being hit with increase after increase in the midst of a cost-of-living crisis. The Minister has received the same...

Select Committee on Education and Skills: Estimates for Public Services 2023
Vote 26 - Education (Revised)
(8 Feb 2023)

Rose Conway-Walsh: It is really concerning if the leaving certificate results are not going to be out until September again. As the Minister knows, this causes all kinds of problems, particularly for students trying to make choices and get accommodation. These are additional pressure students do not need to bear. I have spoken to many teachers who mark papers and asked them why they would not continue to do...

Report on the Summer Programme 2023: Motion [Private Members] (2 Feb 2023)

Rose Conway-Walsh: I too want to thank Senator Carrigy for his work and indeed Deputy Buckley. Senator Carrigy is welcome to the House. It is fitting that he is here on such an important subject. I have gone through the report. There is some really good stuff in it and I commend the work of the committee. I thank all the parents from Mayo who contacted me to say how important it was that I be here this...

Joint Oireachtas Committee on Disability Matters: Living with a Disability: Discussion (2 Feb 2023)

Rose Conway-Walsh: I thank the Chair for letting me contribute because, as Ms Gallagher knows, I am not a member of this committee. It is great to see Ms Gallagher. I listened to her presentation from the office. Well done to her. Like Deputy Tully, I thank Ms Gallagher for all she has done, particularly with regard to Catherine's law. I have a question on Student Universal Support Ireland, SUSI, and the...

Select Committee on Education and Skills: Estimates for Public Services 2023
Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(1 Feb 2023)

Rose Conway-Walsh: I thank the Minister of State for his statement. Why has there been €110 million, or 16%, reduction in funding under the heading, skills development, which predominantly funds further education? It is clear this is not the result of issues related to temporary funding. This has been driven by subheading A5 - grants to Solas for further education and training. There has here been a...

Select Committee on Education and Skills: Estimates for Public Services 2023
Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(1 Feb 2023)

Rose Conway-Walsh: We talk about apprenticeships all of the time and I am very concerned about this area. For the past two years I have been highlighting issues with the inability of apprentices to obtain access to off-the-job training. Even when they can access the training, it is often on the other side of the country. I have consistently warned that the backlog in the system would impact new...

Select Committee on Education and Skills: Estimates for Public Services 2023
Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(1 Feb 2023)

Rose Conway-Walsh: Has the Minister of State projected when the backlog will be addressed? Has he a breakdown of the various phases within the figures, because there were particular problems?

Select Committee on Education and Skills: Estimates for Public Services 2023
Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(1 Feb 2023)

Rose Conway-Walsh: It would be good if the Minister of State could give the committee an update on those figures, with the breakdown of the various stages. When will people no longer wait more than six months? I realise there will always be some backlog. As we go along, it is important to determine that we are making progress and to measure that progress against the additional inputs to try to reduce the...

Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(1 Feb 2023)

Rose Conway-Walsh: 2020 was at the height of Covid, so the figures would be contaminated by the Covid situation.
