Gerry Horkan: One is totally legal if one is taking a test today and one's certificate expires tomorrow. It is not a problem driving the vehicle today. However, if the certificate expired yesterday, it is legally a problem.

I would like to get a handle on how many cars are out there that are two, three, four, five or six years beyond their certificate expiry date. How many people are driving cars with certificates that have expired who have not, to date, sought a test?

It seems that we have a structural history here, where Mr. Waide has outlined that we have more and older cars and people are finding it hard to get new cars.
