- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Cian O'Callaghan: On there being a multiplicity of landowners, there are issues in terms of master plans. The way they deal with that in the Netherlands is that when a CPO is imposed on land, if part of that land is designated by the landowner to be parkland, he or she gets compensated at an average price on the basis of what is being paid to the other landowners in that area where it might be a residential...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Cian O'Callaghan: On the option of infrastructure being provided instead of the 30% contribution or instead of land, Ms Mulhern said that is easier to apply where there is a local area plan or UDZ. It could be applied anywhere, however. There does not have to be a UDZ or local area plan. Is that correct?
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Cian O'Callaghan: The general scheme is fairly vague around the timing of that. It just talks about the planning authority setting conditions. I have a concern. When we had the previous crash, a significant number of development levies were not paid. They were subject to conditions. Much housing was built, but development levies were not paid. We do not want to be in a situation in a future scenario...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Cian O'Callaghan: We all prefer upfront delivery, but regarding the legislation and the general scheme, will that preference for upfront delivery be worked into the legislation? I have a fear that, at a national level, this will all be set out well, but then when it comes down to local authorities, and the agreements, decisions and conditions they make, it could be too loose in some scenarios.
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Cian O'Callaghan: Could Mr. Hogan tell us more about how UDZs differ from strategic development zones, SDZs? What are the changes there, and the learnings from the SDZs?
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Cian O'Callaghan: Is there any documentation that compares or explains SDZs and UDZs?
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Cian O'Callaghan: The development plan can designate a whole area for a UDZ, and within that, the planning authority can say "detailed" in some of this. A particular owner or applicant can go ahead and start applying for planning permission anywhere within that UDZ, or if it is being designated for detailed-----
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (4 May 2023)
Cian O'Callaghan: Then they have to wait until that detailed scheme is done for that.

[20223/23]
- Written Answers — Department of Employment Affairs and Social Protection: Social Welfare Benefits (3 May 2023)

[20225/23]
- Joint Oireachtas Committee on Housing, Planning and Local Government: Modern Construction Methods: Discussion (2 May 2023)
Cian O'Callaghan: I thank everyone who has come in for all the work they are doing in this important area. I have a few more things to ask about timber framing and taller buildings. Some people might have concerns about timber frames in taller buildings. What are they?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Modern Construction Methods: Discussion (2 May 2023)
Cian O'Callaghan: The interesting thing is that if we go back far enough, in this city, nearly everything was built out of wood. That was stopped because of the reasons relating to fire. Much more recently, there were, unfortunately, some high-profile cases, maybe built around 15 years ago or a little bit longer, which had issues with how they were built and the fire separations not being put in properly....
- Joint Oireachtas Committee on Housing, Planning and Local Government: Modern Construction Methods: Discussion (2 May 2023)
Cian O'Callaghan: Given that we do not have any high-profile cases in terms of timber frame construction going wrong in the last ten or 15 years, I wonder if it is being documented. Are we in a situation where we can say there were very serious mistakes in 2004 and 2005 but since then we have had successful, well-built timber frame housing? Given that, we could look at greater heights with more confidence....
- Joint Oireachtas Committee on Housing, Planning and Local Government: Modern Construction Methods: Discussion (2 May 2023)
Cian O'Callaghan: I would like to ask SOLAS a question. Can we hear a bit more about getting more people into construction technician or retrofit courses? How does it tie in with modern methods of construction, MMC? Does SOLAS have modelling or projections for the impact on traditional wet trade apprenticeships if there is as huge increase in the volume of modern methods of construction, off-site...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Modern Construction Methods: Discussion (2 May 2023)
Cian O'Callaghan: I have a short question on that. Some of those things have been apparent for a long time. The models have not been updated. What needs to happen for those things to be updated to the needs of 2023? Much of it is based on models that made sense several decades ago but have not made as much sense in recent times. It used to be an attractive option for people who might have left school...
- Historic and Archaeological Heritage Bill 2023 [Seanad]: Second Stage (Resumed) (27 Apr 2023)
Cian O'Callaghan: Before the debate was adjourned, I was making the point that according to the 2001 survey published by the Heritage Council, 34% of the State's archaeological monuments had been destroyed since 1840. The survey found the destruction was continuing at an alarming rate. Once a monument is destroyed, it is gone forever; it can never be brought back. We have seen such destruction in Wood Quay...
- Rent Reduction Bill 2023: Second Stage [Private Members] (26 Apr 2023)
Cian O'Callaghan: The Social Democrats will certainly support this Bill proceeding to Committee Stage. The idea of Committee Stage is for Bills like this to be teased out and scrutinised. It is disappointing that while the Government criticises the Opposition for not tabling proposals, when the Opposition brings forward proposals and Bills such as this, the Government does not even want them to be discussed...
- Historic and Archaeological Heritage Bill 2023: Second Stage (25 Apr 2023)
Cian O'Callaghan: First, I welcome this Bill. There are good parts in it. The Minister of State has a tendency to come into the Chamber and reference the pre-legislative report and process, which I think is very good. I want to acknowledge the input into the pre-legislative process, especially by An Taisce, Archaeology Ireland, the Local Authority Archaeologist Network, LAAN, and others. We have a habit of...
