Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: Regarding the international piece, can anything else be done from the point of view of us being able to get more people with qualifications into the system?

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: 100%. We needed to do all of that yesterday, to a degree. We have to be imaginative around getting results. Otherwise, I imagine I will hear next year that we cannot deliver the service we need on the basis that we do not have the capacity to do so. That is not much addition to the people in that situation or the families coming to us who are under severe pressure.

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: I get that. That is where I was going next. In fairness, they stated that the assessment of need, as Mr. O'Regan said, is sometimes seen as a panacea whereas it is the same people who provide therapies. They cannot provide therapies when they are doing other work. The option of getting private diagnoses and whatever else was open for parents who could afford it, or were facilitated to do...

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: We were meant to be child based and not diagnosis based, but we are all being forced-----

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: A lot of those assessments will have to be revisited, if that is requested.

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: That applies if the person does not require the full 37 hours of an assessment of need.

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: Within the current setup, if a person knows for definite there is a speech and language issue, the assessment process stops there and then. There is a logic to that. Once the person could access services, I do not think we would hear from him or her again.

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: This is about a bespoke solution based on a child's needs.

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: I am well over time.

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: I agree. On some level we need something universal across all Departments so we can facilitate children and citizens as they operate in society like the rest of us and not as a failing. Some of the difficulties with the school inclusion model have been thrown up by everybody. Training for teachers is absolutely necessary but there needs to a particular emphasis on resource teachers and...

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: Certain families are missing out on that framework that would provide them with that little bit that can get their loved one through third level education or whatever else that puts them in a different place. I am dealing with a case of a family where the father and mother are under pressure. The fellow was on a social welfare payment, but had let it lapse. We got that sorted. He also...

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: One of my questions was not answered.

Joint Oireachtas Committee on Autism: Autism Policy and Health: Health Service Executive (18 Oct 2022)

Ruairí Ó Murchú: It was about CAMHS versus adult services. I do not think anyone is going to have an issue with what I said about teachers and resourced teachers.

Criminal Justice (Miscellaneous Provisions) Bill 2022: Second Stage (13 Oct 2022)

Ruairí Ó Murchú: All those present welcome this legislation. My colleague put it well when he referred to the need for zero tolerance when it comes to domestic violence , gender-based violence and violence against women. There can be no place for that in society. As previous speakers indicated, there is no room for a blind eye to be turned on this matter. It is vital that stalking be named as a charge....

Work Life Balance and Miscellaneous Provisions Bill 2022: Second Stage (Resumed) (13 Oct 2022)

Ruairí Ó Murchú: If we required a lesson during Covid on that idea of work-life balance and how it can be facilitated, we saw a situation where, at times, with all the difficulties that there were, we were able to facilitate both employees and employers in regard to remote working. In regard to this specific legislation, a considerable amount of work needs to be done. If we are talking about dealing with...

Ceisteanna Eile - Other Questions: Children in Care (13 Oct 2022)

Ruairí Ó Murchú: We need a commitment in relation to the entire suite of issues that are being dealt with, but that also includes foster care payments. We are talking about a cost-of-living allowance. We all will be aware of the particular impositions on families that foster in the sense that they cannot necessarily avail of regular work situations. They are on the hook, for want of a better term, of...

Ceisteanna Eile - Other Questions: Children in Care (13 Oct 2022)

Ruairí Ó Murchú: 110. To ask the Minister for Children, Equality, Disability, Integration and Youth his plans, if any, to improve the pay and conditions of foster carers; and if he will make a statement on the matter. [49959/22]

Ceisteanna Eile - Other Questions: Children in Care (13 Oct 2022)

Ruairí Ó Murchú: This is the point. In fairness, I welcome what the Minister said. It is accepted that there has been a failure to deal with the issues being faced by foster parents. Deputy Gould and many other Deputies have, over many years, spoken about the Trojan work done by foster parents with kids who are sometimes coming from incredibly difficult situations. I welcome this once-off payment. We do...

Ceisteanna Eile - Other Questions: Community Employment Schemes (13 Oct 2022)

Ruairí Ó Murchú: I think we all welcome the work CE scheme participants carry out. It can be everything from drug addiction services right through to many pieces of work in the community. We need to review CE with a view to strengthening it. I welcome what has been said previously. We need to look at the pension age question Deputy Stanton has raised. Beyond that, for us to make this entirely sustainable...

Ceisteanna Eile - Other Questions: Social Welfare Offices (13 Oct 2022)

Ruairí Ó Murchú: I welcome the fact that we are now looking at the recruitment of 80 staff. I do not think anybody who has been in a constituency office of any party over the past while will not consider that as an absolute necessity. What is the timeline? I am not taking away from the considerable work that has been done by community welfare officers and those working in administration in the back office...
