Emmet Stagg: I will be brief. The Taoiseach's statement is very interesting and I agree with every word but he did not address my question. My question is whether the Taoiseach will consider changing the rules so that Ministers who have these agencies under their remit will answer to the representatives of the public who are waiting for and needing services and who are getting them in many cases.
