Richard Bruton: It must be three years since the Mental Health Act was passed and we still have no mental health tribunals established under that Act. When does the Tánaiste intend to bring forward, under secondary legislation, the necessary orders to have mental health tribunals? It is one of the rights of people in State care to have grievances heard and such a long wait in implementation is intolerable.
