Paul Gavan: To speak in support of the motion, it is a well-worded composite based on motions proposed by a number of parties. I respectfully disagree with Deputy Chambers, in that the evidence has been clear - we cannot grade risk. That has been a consistent message from the medical experts who have presented to us. For that reason, we should support the substitute motion 3.
