Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2018
Vote 29 - Communications, Climate Action and Environment (Revised)
(21 Mar 2018)

Seán Kyne: I thank Deputy Lowry. He is right. I attended what was effectively a public meeting in Silvermines recently with the Deputy and his colleagues in Tipperary, which I think was very useful. There was ill-feeling about the issues and historical legacies of Silvermines. It shows the importance of other new mines that are being developed and the remediation fund which unfortunately was not...

Written Answers — Department of Communications, Climate Action and Environment: Inland Fisheries (20 Mar 2018)

Seán Kyne: In August 2014, Inland Fisheries Ireland (IFI) launched policies on brown trout and pike. These policies, approved by the Board of IFI, were developed by two working groups, which included inter alia representatives from the main trout and pike angling federations. A review of these policies was scheduled to commence in 2017. However, recognising the views of stakeholders in...

Written Answers — Department of Communications, Climate Action and Environment: Inland Fisheries Stocks (8 Mar 2018)

Seán Kyne: Ireland manages salmon stocks on an individual river basis. This management is carried out by Inland Fisheries Ireland (IFI), the State Agency with statutory responsibility for inland fisheries. The management policy is based on the fact that each of Ireland’s 147 salmon rivers, river sections, estuaries, etc., has its own genetically unique stock of salmon, which migrates to sea...

Written Answers — Department of Communications, Climate Action and Environment: Offshore Exploration Licences (8 Mar 2018)

Seán Kyne: I propose to take Questions Nos. 457 and 458 together. The criteria that are taken into account in considering an application for a petroleum authorisation are set out in Article 3 of the Licensing Terms for Offshore Oil and Gas Exploration, Development and Production 2007, which is available on my Department’s website www.dccae.gov.ie. These criteria include, inter alia, the work...

Project Ireland 2040: Statements (Resumed) (22 Feb 2018)

Seán Kyne: The Deputy means the Taoiseach.

Seanad: Commencement Matters: Multidenominational Schools (22 Feb 2018)

Seán Kyne: I thank Senator Ó Ríordáin for raising this issue as a Commencement matter. Unfortunately, the Minister, Deputy Bruton, is not available today. I am informed by his office that he was available on Tuesday and Wednesday and that he has debated this matter in this House and in the Dáil this week. I disagree fundamentally with the Senator's views on the Minister, Deputy...

Seanad: Commencement Matters: Multidenominational Schools (22 Feb 2018)

Seán Kyne: I thank the Senator for his remarks. I will certainly relate his views to the Minister, Deputy Bruton. The reply states the case has been submitted to the Department by Educate Together and is currently under consideration. That is the gist of the reply. The Department is considering the case made and I certainly hope that, because the initiative is important, it will look favourably on...

Seanad: Telecommunications Services (Ducting and Cables) Bill 2018: Committee and Remaining Stages (22 Feb 2018)

Seán Kyne: Amendments Nos. 2 and 3 create a new section 2 and an addition to the Long Title to provide for and ensure that the ownership of the ducting and cables and ancillary equipment will vest in the Minister on the coming into operation of the section. This will eliminate the potential for any legal doubt in that regard and any possible delay in the bringing into full operation of the network.

Other Questions: Regional Development Initiatives (21 Feb 2018)

Seán Kyne: I thank Deputy Carey for the question. A Programme for a Partnership Government and the Action Plan for Rural Development both commit to progressing the concept of the Atlantic economic corridor, AEC. My colleague, the Minister, Deputy Ring, established the AEC task force in March 2017 to progress this proposal and I now chair this task force. The role of the task force is to provide...

Other Questions: Regional Development Initiatives (21 Feb 2018)

Seán Kyne: We wrote to them in the last week or so. I know that the County and City Management Association, CCMA, has fully briefed the relevant CEOs over the last period and I am confident there will be buy-in. I know there will be buy-in. There have been preliminary discussions and we made a formal offer in the last week or so, so we expect positive responses from the local authorities over the...

Ceisteanna - Questions - Priority Questions: Dog Breeding Industry (21 Feb 2018)

Seán Kyne: I thank Deputy Paul Murphy for the question. The Dog Breeding Establishments Act 2010 sets out a framework for the regulation of dog-breeding establishments, requiring local authorities to establish and maintain registers of such establishments in their areas and prohibiting the operation of unregistered ones. Section 15 of the Act provides that the Minister may issue guidelines in...

It is the local authority that has been charged with inspections. I am committed to ensuring the new guidelines will be enacted by June of this year. The recommendations received in regard to the public consultation, which are summarised in my...

Ceisteanna - Questions - Priority Questions: Dog Breeding Industry (21 Feb 2018)

Seán Kyne: I want to see the highest standards achieved in any dog-breeding establishment. I certainly do not want Ireland to develop a negative reputation in this important area. Clearly, there is a market for puppies. My wife, Avril, and I took on a dog rescued through Madra. It is a shih tzu called Ciara. It was a breeding dog that we were able to rehouse. I understand the importance of the...

Written Answers — Department of Communications, Climate Action and Environment: Inland Fisheries Ireland (20 Feb 2018)

Seán Kyne: I am advised by Inland Fisheries Ireland (IFI) that statutory powers in relation to an installation, such as that referred to by the Deputy, under Section 123 of the Fisheries (Consolidation) Act 1959, relate to the requirements for gratings in watercourses diverted from rivers. Notwithstanding the fact that the gratings in question meet the legal requirements of Section 123 of the...

Written Answers — Department of Communications, Climate Action and Environment: Angling Sector (15 Feb 2018)

Seán Kyne: The consideration of project applications under the National Strategy for Angling Development (NSAD) is a day to day operational matter for Inland Fisheries Ireland (IFI). However, I am advised by IFI that all applications under NSAD are evaluated rigorously, as follows. A quality check is performed to ensure all required support documentation is in place. An environmental check is...
