Joint Oireachtas Committee on Future of Mental Health Care: Engagement with Minister for Health and Minister of State at the Department of Health (11 Jul 2018)

Jim Daly: Deputy Corcoran Kennedy asked about social media also. She might be aware that the Government launched a policy this morning to deal with that. That has been very much the focus of Government. It not a health issue or a mental health issue. I have deliberately stood back in that regard. I am involved and very interested in it but it was never for me to take the lead on it because that...

Joint Oireachtas Committee on Future of Mental Health Care: Engagement with Minister for Health and Minister of State at the Department of Health (11 Jul 2018)

Jim Daly: Yes, of course. That is social media. I agree with the Deputy that the psychotherapists are under-used. That is very much the narrative I have been using, which is that we need to talk about the primary care level I have just mentioned. The Deputy asked me about the national educational psychological service, NEPS. The objective is that Pathfinder will allow us realise, with education,...

Questions on Promised Legislation (11 Jul 2018)

Jim Daly: The proposal to put a cap on the 7.5% for farm assets is at an advanced stage. I hope to bring it to Government in the next two weeks for approval and to proceed to bring the legislation to the House. I hope in the next two weeks it will secure Government approval.

Questions on Promised Legislation (11 Jul 2018)

Jim Daly: If either of the Deputies have a specific query, the Minister of State, Deputy Finian McGrath, is the Minister of State with responsibility. Earlier this year there was an announcement of an increase in the number of respite beds. There has been an increase and there continues to be an increase in the number of beds being provided.

Questions on Promised Legislation (11 Jul 2018)

Jim Daly: We readily acknowledge it is not enough and the demand is increasing at such a rate that capacity cannot keep up with it. We continue to try to meet that demand. Deputy Kenny raised the issue of the house that is not operational and I am quite happy to have a look at that for the Deputy and come back to him on it.

Questions on Promised Legislation (11 Jul 2018)

Jim Daly: Gabhaim buĂochas leis an Teachta Connolly as an gceist sin. As she will be aware, that is one of the more important reviews that is ongoing at the moment. A Vision for Change was one of the most visionary and revolutionary changes in the delivery of mental health services the country has ever seen. We take the review of that policy very seriously and I do not want to rush it. It will...

Seanad: Commencement Matters: State Pensions Reform (11 Jul 2018)

Jim Daly: I thank Senator Conway for giving me the opportunity to address this issue on behalf of the Minister, Deputy Regina Doherty. The current rate bands applying to the State pension were introduced from September 2012, replacing previous rates introduced in 2000, and more accurately reflect the social insurance contribution history of a person. A reversal of the rate bands for post-2012...

Seanad: Commencement Matters: Child and Adolescent Mental Health Services (11 Jul 2018)

Jim Daly: I thank the Senator. It is the policy of the HSE, as reflected in its annual service plans, to provide an age appropriate mental health service for those under the age of 18 years. I reiterate the Government's commitment, in view of the significant additional funding allocated in recent years for the development of all aspects of the mental health service, including services for young...

Seanad: Commencement Matters: Child and Adolescent Mental Health Services (11 Jul 2018)

Jim Daly: I note with interest that most of the Senator's references in this debate are staff-oriented, staff-related and staff-connected. They originated from staff.

Seanad: Commencement Matters: Child and Adolescent Mental Health Services (11 Jul 2018)

Seanad: Commencement Matters: Child and Adolescent Mental Health Services (11 Jul 2018)

Seanad: Commencement Matters: Child and Adolescent Mental Health Services (11 Jul 2018)

Jim Daly: I did not interrupt the Senator when she commented and I am allowed to say my piece.

Seanad: Commencement Matters: Child and Adolescent Mental Health Services (11 Jul 2018)

Jim Daly: This is a two-way process but not if the Senator chooses to make dramatic statements and label things as balderdash. She loves to use the word "chaos" and the phrase "dismantling things brick by brick." She wants to have her moment in the sun.

Seanad: Commencement Matters: Child and Adolescent Mental Health Services (11 Jul 2018)

Jim Daly: I have not personalised the matter.

Seanad: Commencement Matters: Child and Adolescent Mental Health Services (11 Jul 2018)

Jim Daly: I thank the Leas-Chathaoirleach. There is an issue that affects staffing and it is cross-sectoral. I am sure the Senator is well aware of the staffing issues, as she is very close to the staff. Therefore, she understands the issues and the challenges. However, I must view the issue at a policy level and identify the challenges at a national level. The day programme has been suspended...

Jim Daly: I thank the Leas-Chathaoirleach.

Seanad: Commencement Matters: Residential Care (11 Jul 2018)

Jim Daly: I thank the Senator for giving me the opportunity to address this issue. It is very real and there is no argument about it from my end, as the Senator is aware. I support his endeavours to have it addressed in a broader context and have a facility for all stakeholders and all those with an interest in and a working knowledge of what is going on in the sector. I have no difficulty in that...
