Written Answers — Department of Housing, Planning, and Local Government: Housing Policy (18 May 2023)

Cian O'Callaghan: 165. To ask the Minister for Housing, Planning, and Local Government if he will take action to ensure that the Residential Tenancies Board has the legislative power to investigate illegal evictions; and if he will make a statement on the matter. [23448/23]

Written Answers — Department of Education and Skills: State Examinations (17 May 2023)

Cian O'Callaghan: 88. To ask the Minister for Education and Skills if her attention has been drawn to a petition for additional time to be introduced for students with dyslexia in the State examinations; if she will engage with the State Examinations Commission on introducing extra time as part of the reasonable accommodations at the certificate examinations scheme; and if she will make a statement on the...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (Resumed) (16 May 2023)

Cian O'Callaghan: I thank the Cathaoirleach and our guests for coming in. In regard to the IPI’s view on whether this is the best way to do land value capture to capture the uplift in land values, there is a key challenge in terms of housing affordability. The planning system, for many good reasons, restricts people’s abilities to build and puts many constraints on that. Arguably there is not...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (Resumed) (16 May 2023)

Cian O'Callaghan: I thank the witnesses for their answers. My fundamental question about this is that some other European countries do active land management where the entire value uplift from the land being zoned or the change of use is captured publicly. We have a housing affordability crisis which is extreme and causing all sorts of problems for people. We also have the crisis around delivering...

Written Answers — Department of Education and Skills: School Staff (16 May 2023)

Cian O'Callaghan: 344. To ask the Minister for Education and Skills the number of caretakers employed in schools across Ireland under the TUS and broken down by county; the cost of this to the Exchequer per annum; if these schools are also receiving the ancillary grant from her Department for the employment of caretaking staff; and if she will make a statement on the matter. [22974/23]

Written Answers — Department of Employment Affairs and Social Protection: Social Welfare Benefits (16 May 2023)

Cian O'Callaghan: 463. To ask the Minister for Employment Affairs and Social Protection the position regarding a jobseekers application for a person (details supplied); the reason for the delay; and if she will make a statement on the matter. [22976/23]

Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Regulations: Department of Housing, Local Government and Heritage (11 May 2023)

Cian O'Callaghan: Like everyone else, I want to welcome the broad thrust of this, especially with regard to the deposit return for reverse vending machines. It is very important regarding what we need to do on the environment and the circular economy. I am very supportive of it. There is one particular area I want to ask about. Could the Minister of State talk us through the safeguards and the regulations...

Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Regulations: Department of Housing, Local Government and Heritage (11 May 2023)

Cian O'Callaghan: Yes, that is perfectly reasonable, but what is the general rule for street furniture?

Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Regulations: Department of Housing, Local Government and Heritage (11 May 2023)

Cian O'Callaghan: One can advertise the name of the venue, café or restaurant-----

Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Regulations: Department of Housing, Local Government and Heritage (11 May 2023)

Cian O'Callaghan: -----but not commercial products beyond that, and that is what is allowed within the scope.

Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Regulations: Department of Housing, Local Government and Heritage (11 May 2023)

Cian O'Callaghan: Okay. That is very important, because one of the things about street furniture is that not only are there benefits for the local economy and businesses, but it actually improves the public realm full stop. It gets more people out on the street, and that helps to curb issues around antisocial behaviour, or people not feeling safe. All of those are positives, and the transformation around...

Joint Oireachtas Committee on Housing, Planning and Local Government: Planning and Development Regulations: Department of Housing, Local Government and Heritage (11 May 2023)

Cian O'Callaghan: I have one final question around the concerns which, sometimes, people with disabilities or visual impairments have. I know earlier the Minister of State said it is for the local authorities to address that on the ground and there are different circumstances. Is there any oversight or independent analysis being done on these measures, and whether local authorities are taking those concerns...

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: I have a few questions. Regarding the temporary weather radar station, I do not have any questions or issues with that. To me, that is very straightforward. I have a few questions about the small gas infrastructure. I can see the benefits of this for the utility and gas networks in Ireland in terms of the efficiencies but also for the planning authorities by not having all of these...

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: I thank Mr. Gleeson for that. It is small infrastructure but it is not necessarily the stuff people want right on their doorstep and they can have concerns around it. On the gas vent stacks and the fact that they will not be fitted within a 5 m proximity to residential buildings, 5 m is not a huge distance. Certainly, plenty of householders would not be terribly happy with something like...

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: I am asking if this limit was arrived at by the Department or the Minister of State himself? If it was arrived at by Gas Networks Ireland suggesting it, that would be useful to know.

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: I thank the Minister of State for that. There is a big difference between the curtilage, where people have it, and in some higher density housing where there is no curtilage.

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: It could be just 5 m from a front door or a front window. There are also differences between actual safety, people's perceptions and people feeling comfortable in their home and not having something obtrusive outside.

Joint Oireachtas Committee on Housing, Planning and Local Government: Messages to Dáil and Seanad (11 May 2023)

Cian O'Callaghan: I mention one final thing. There is a 5 m requirement for the gas vent stacks but there is no metre requirement in terms of the gas pressure regulating stations. There is no distance required for those in terms of the exempted development regulations? Is that correct?
