- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (11 Oct 2023)
Micheál Carrigy: I welcome everyone. I will first address the Department. The disability sports fund and EDI fund have been mentioned. What is the progress on them? Where are they at?
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (11 Oct 2023)
Micheál Carrigy: Is that the sports disability or the EDI fund?
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (11 Oct 2023)
Micheál Carrigy: In the Department's 2018 to 2027 plan, mention is made of organisations engaging in sport for all. Is there any organisation the Department feels is not engaging? If so, has any grant application been refused by the Department because of that?
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (11 Oct 2023)
Micheál Carrigy: I am worried by one thing Dr. May said; her organisation does not record full details of every sporting organisation. I think it should.
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (11 Oct 2023)
Micheál Carrigy: It is important, even if an organisation does not apply for dormant accounts, to monitor that it is fully inclusive and doing the same as every other organisation. That is whether it is looking for money or not. I ask that this be looked at. We have spoken about the gender gap. What are the barriers? What are the organisations telling the witnesses about the barriers to closing the...

Micheál Carrigy: In the other organisations, what is being said about the difficulties?
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (11 Oct 2023)
Micheál Carrigy: Ms O'Connor has mentioned the success of the 20x20 campaign several times, and how the campaign increased not just the number of participants but visibility on television and media. Does she think that the campaign needs to be introduced again to reach the original targets or even go further?
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (11 Oct 2023)
Micheál Carrigy: The campaign has been a success. Does Mr. Ó Conaire think that the Department would fund a similar campaign for the next couple of years, rather than look to have it privately funded? I do not think the campaign should have been funded privately in the first place but it was successful..

Micheál Carrigy: I thank our guests.
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (11 Oct 2023)
Micheál Carrigy: Ms O'Connor mentioned a project in Badminton Ireland. For the past 18 months I have chaired the Oireachtas Joint Committee on Autism. In the report we issued, one of our main concerns was the lack of awareness in society in general and not only in sport. Is the badminton project something Ms O'Connor would like to see expanded to other codes in the Federation of Irish Sport? It makes...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (11 Oct 2023)
Micheál Carrigy: One of the first things the autism committee pushed was that Leinster House, as a place of work of work and a place where thousands of people visit every year, would be autism friendly. This project is under way and I hope that by the end of the year we will have the highest accredited parliament in the world with regard to autism friendliness. This includes training all political members,...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (11 Oct 2023)
Micheál Carrigy: All grounds, whether rugby, FAI or GAA, could do something like this to get a message across throughout the country. The three organisations are here so it is the place to ask. It is a good initiative that could be rolled out throughout the country, similar to working together on Respect Our Games. There could be dedicated advertising space at all grounds.
- Seanad: An tOrd Gnó - Order of Business (10 Oct 2023)
Micheál Carrigy: I concur with Senator Cummins's comments regarding the large-scale sports infrastructure fund. This is also an opportunity to start considering future capital projects to have those in train across the country. I raise the issue of the new Garda divisions and the concerns I have in this regard relating to my area. Until recently, County Longford was joined with County Roscommon as a...
- Seanad: Address to Seanad Éireann by An Taoiseach (28 Sep 2023)
Micheál Carrigy: I welcome the Taoiseach. I wish to express my appreciation for his leadership in his various roles since 2017 when he took over the role of Taoiseach. He has prioritised child poverty. The Oireachtas Joint Committee on Autism launched a report in June. One of its major concerns was the lack of services and therapies for children, in order to give every child an opportunity to reach his or...
- Seanad: An tOrd Gnó - Order of Business (27 Sep 2023)
Micheál Carrigy: I echo the comments of Senator Murphy. I was delighted for everyone to see that funding has been put in place for the N5 project. To get to the N5, however, people must go down the N4 and they are going through a section of road from Mullingar to Longford that is not fit for purpose.
- Seanad: An tOrd Gnó - Order of Business (27 Sep 2023)
Micheál Carrigy: There are 500 access points on that section. It is as much a safety concern as the N5 because it has as high a number of fatalities.Funding for that project should continue to be in place to get it to planning permission stage and get it constructed. There were comments in the media yesterday saying the N5 is essential for the north and the north west. The section from Mullingar to Roosky...
- Seanad: An tOrd Gnó - Order of Business (27 Sep 2023)
Micheál Carrigy: I will finish on this point. In regard to legislation, I agree with the comments with regard to starting legislation in this House. The Online Safety and Media Regulation Bill 2022 began in this House more than 12 months ago and we had 27 hours of debate. When it got to the Dáil, there was just one hour of debate because it had been so thoroughly dealt with here. This House is a good...
- Seanad: Road Safety: Statements (27 Sep 2023)
Micheál Carrigy: I thank the Acting Chair. I will try to keep to three minutes. I welcome the Minister of State. This is an important discussion. At a time like this, we think of all the families who have been bereaved in the past 12 months and before that. To make some points on road safety, I will start by homing in on the safe routes to school programme. It is a fantastic initiative. Unfortunately,...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Engagement with Coimisiún na Meán on the 2023 Work Programme (27 Sep 2023)
Micheál Carrigy: The witnesses are very welcome. In my three years in the Oireachtas probably the busiest piece of work we were involved in was the Online Safety and Media Regulation Act. I firmly believe that it is some of the most important legislation that has gone through the Houses over the last years. I am aware the commission has a broader role, but it has a huge role with online safety for future...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Engagement with Coimisiún na Meán on the 2023 Work Programme (27 Sep 2023)
Micheál Carrigy: That was raised in our discussions going back 18 months ago. There is a responsibility there and the social media companies should be funding an education programme for kids across all schools. It should not be an ad hocsituation whereby it is only when a school applies to DCU or UCD in Dublin that they can do an online safety course. It should be mandatory across all schools and these...
